Proposal for a regulation Recital 4 (4) The Union is founded on the values of democracy, the rule of law, the universality and indivisibility of and respect for human rights and fundamental freedoms, respect for human dignity, the principles of equality and solidarity and respect for the principles of the UN Charter and international law. It seeks to develop and consolidate commitment to these values in partner countries and regions through dialogue and cooperation. In the context of this Regulation, "minorities" should be understood as a group of persons in a non-dominant position who share a common characteristic based on sex, race or ethnicity, caste, religion or belief, age, disability or disease or sexual orientation.
