\nThe committee recommends that the position of the\nEuropean Parliament adopted in first reading, following the\nordinary legislative procedure, should amend the Commission\nproposal as follows:
\nSocial progress and employment: Members propose to amend the title of the Regulation\nto stipulate that this Regulation establishes a European Union\nProgramme for Social Progress, Innovation and Employment. This\nprogramme aims to contribute, including by means of innovative\naction, to the implementation of the Europe 2020 Strategy by\nproviding financial support to promote a high level of quality and\nsustainable employment, as well as improving working conditions and\nenhancing the employment and educational situation of young\npeople.
\nClarifying the definitions: the report suggests clearly defining the terms\n‘social innovation’ and ‘social policy\nexperimentation’ by making explicit reference to the fight\nagainst poverty and social exclusion, finding a first job, access\nto a high level of quality employment, guaranteeing adequate and\npovertypreventing social protection, guaranteeing access to health\ncare for vulnerable people and improving working conditions,\nthereby contributing to social progress.
\nProgramme’s structure: Members propose that the Programme should be made up\nof four complementarity axes:
\nPartnership principle:\nstressing that a programme which supports employment and social\npolicy should include social partners and civil society\norganisations at all levels, the report calls for the firm\napplication of the partnership principle. It proposes to create, at\nEuropean level, a strategic advisory board. Composed of\nrepresentatives of the Commission, Member States and other\nparticipating countries, trade unions and NGOs, this board shall\nassist the Commission in the implementation, monitoring and\nevaluation of the Programme.
\nBudget: pending\nagreement on the Multiannual Financial Framework for the\nperiod 2014-2020, Members have left open the exact amount of the\nfinancial envelope. However, in order to make the distribution of\nthe percentages across the three sub-programmes comply with the new\nframework conditions, Members proposes a minor redistribution and\nspecific focuses. They propose 60% for the Progress axis and\n18% for the EURES axis (as opposed to 15% as proposed by the\nCommission). In order to make effective use of the funds and to\nenable them to be shifted between the axes in accordance with\npolicy priorities, the remaining 2% shall be apportioned\namong the axes on an annual basis without prejudice to the\nprerogatives of the budgetary authority in the annual\nbudget.
\nIn addition to the financial appropriations, funding,\nfrom within the MFF 2014-2020, shall be provided for the new\nYouth Initiative axis.
\nThematic sections and financing: Members suggest that the breakdown of the allocation\nof appropriations between the different sections shall respect the\nfollowing minimum percentages:

\nMonitoring of the Brain Drain: in order to detect and prevent negative effects of\ngeographical mobility on individual Member States or specific\neconomic sectors, Members call on the Commission to regularly\nmonitor mobility patterns, especially those of skilled workers.\nIn the event of emerging labour market distortions, the Commission\nshall consider presenting proposals to the European Parliament and\nCouncil to counteract such developments.
\nMultiannual work plans and Annual work\nprogrammes: Members call for the\nCommission to be empowered to adopt delegated acts establishing\nmultiannual work plans for the Programme.
\nMonitoring and evaluation: with a view to regular\nmonitoring of the Programme and making any adjustments needed to\nits policy and funding priorities, the Commission shall draw up an\ninitial qualitative and quantitative monitoring report after\none year and thereafter biennial qualitative and quantitative\nmonitoring reports and send them to the European Parliament and the\nCouncil. The reports shall be made available to the public\nin order to enhance the Programme's transparency.
\nThe Presidency briefed the Council about the state of\nplay in the negotiations with the European Parliament on the EU\nprogramme for social change and innovation, which is part of the\ncohesion policy package for 2014-2020.
\nIn June 2012, the Council reached a partial general\napproach on the draft regulation containing the programme. The\nbudgetary provisions of the programme were not covered by the\nCouncil's partial general approach and will be adapted, once the\ndecision on the EU's multi-annual financial framework for the\nperiod 2014-2020 is taken.
\nDuring the examination of the regulation by the\nCouncil's working party on social questions, a broad agreement was\nreached, with the following important changes being\nmade:
\nSince then, three informal meetings have been held\nbetween the Parliament, the Council and the Commission in order to\nseek an agreement. The negotiations are based on the Commission's\nproposal, the Council's partial general approach and draft\namendments established by the Parliament's Employment and Social\nAffairs Committee.

\nThe Committee on Employment and Social Affairs adopted\nthe report by Jutta STEINRUCK (S&D, DE) on the proposal for a\nregulation of the European Parliament and of the Council on a\nEuropean Union Programme for Social Change and\nInnovation.
\nThe committee recommends that the position of the\nEuropean Parliament adopted in first reading, following the\nordinary legislative procedure, should amend the Commission\nproposal as follows:
\nSocial progress and employment: Members propose to amend the title of the Regulation\nto stipulate that this Regulation establishes a European Union\nProgramme for Social Progress, Innovation and Employment. This\nprogramme aims to contribute, including by means of innovative\naction, to the implementation of the Europe 2020 Strategy by\nproviding financial support to promote a high level of quality and\nsustainable employment, as well as improving working conditions and\nenhancing the employment and educational situation of young\npeople.
\nClarifying the definitions: the report suggests clearly defining the terms\n‘social innovation’ and ‘social policy\nexperimentation’ by making explicit reference to the fight\nagainst poverty and social exclusion, finding a first job, access\nto a high level of quality employment, guaranteeing adequate and\npovertypreventing social protection, guaranteeing access to health\ncare for vulnerable people and improving working conditions,\nthereby contributing to social progress.
\nProgramme’s structure: Members propose that the Programme should be made up\nof four complementarity axes:
\nPartnership principle:\nstressing that a programme which supports employment and social\npolicy should include social partners and civil society\norganisations at all levels, the report calls for the firm\napplication of the partnership principle. It proposes to create, at\nEuropean level, a strategic advisory board. Composed of\nrepresentatives of the Commission, Member States and other\nparticipating countries, trade unions and NGOs, this board shall\nassist the Commission in the implementation, monitoring and\nevaluation of the Programme.
\nBudget: pending\nagreement on the Multiannual Financial Framework for the\nperiod 2014-2020, Members have left open the exact amount of the\nfinancial envelope. However, in order to make the distribution of\nthe percentages across the three sub-programmes comply with the new\nframework conditions, Members proposes a minor redistribution and\nspecific focuses. They propose 60% for the Progress axis and\n18% for the EURES axis (as opposed to 15% as proposed by the\nCommission). In order to make effective use of the funds and to\nenable them to be shifted between the axes in accordance with\npolicy priorities, the remaining 2% shall be apportioned\namong the axes on an annual basis without prejudice to the\nprerogatives of the budgetary authority in the annual\nbudget.
\nIn addition to the financial appropriations, funding,\nfrom within the MFF 2014-2020, shall be provided for the new\nYouth Initiative axis.
\nThematic sections and financing: Members suggest that the breakdown of the allocation\nof appropriations between the different sections shall respect the\nfollowing minimum percentages:

\nMonitoring of the Brain Drain: in order to detect and prevent negative effects of\ngeographical mobility on individual Member States or specific\neconomic sectors, Members call on the Commission to regularly\nmonitor mobility patterns, especially those of skilled workers.\nIn the event of emerging labour market distortions, the Commission\nshall consider presenting proposals to the European Parliament and\nCouncil to counteract such developments.
\nMultiannual work plans and Annual work\nprogrammes: Members call for the\nCommission to be empowered to adopt delegated acts establishing\nmultiannual work plans for the Programme.
\nMonitoring and evaluation: with a view to regular\nmonitoring of the Programme and making any adjustments needed to\nits policy and funding priorities, the Commission shall draw up an\ninitial qualitative and quantitative monitoring report after\none year and thereafter biennial qualitative and quantitative\nmonitoring reports and send them to the European Parliament and the\nCouncil. The reports shall be made available to the public\nin order to enhance the Programme's transparency.

\nBudget :\ndans l'attente des résultats des négociations\nrelatives au cadre financier pluriannuel (CFP) pour la\npériode 2014-2020, les députés ont\nlaissé en suspens le montant exact de l'enveloppe\nfinancière. Toutefois, afin d'adapter le calcul des parts\nentre les trois sous-programmes au contexte général,\nils suggèrent d'effectuer une redistribution et de fixer des\npriorités concrètes. Ils proposent d’affecter\n60% au volet «Progress» et 18% (plutôt que\n15%) au volet «EURES». Pour pouvoir utiliser\nefficacement les crédits et permettre le transfert des fonds\nentre les volets du programme en fonction des priorités\npolitiques, ils proposent que les 2% restants soient\nrépartis entre les différents volets, sur une base\nannuelle.
\nDe plus, la\ncréation d’un nouveau volet «Initiative pour\nles jeunes», supposerait que des crédits puissent\nêtre mobilisés pour cet objectif dans le cadre\nfinancier pluriannuel 2014-2020.

\nDuring the examination of the regulation by the\nCouncil's working party on social questions, a broad agreement was\nreached, with the following important changes being\nmade:

\n\n- \nvolet «Progress» : seraient principalement\néligibles : i) des activités d'analyse (collecte\nde données, enquêtes, études, analyses\nd'impact, suivi de la transposition du droit de l'Union, mise en\nœuvre de solutions innovantes) ; ii) des\nactivités d'apprentissage mutuel, de sensibilisation et de\ndiffusion (évènements et séminaires\norganisés par la présidence du Conseil, formation de\ngestionnaires et de conseillers EURES, diffusion d'informations sur\nla politique et la législation de l'Union) ; iii) le\nsoutien aux principaux acteursdu secteur (financement de la mise en\nréseau, renforcement des capacités des\nadministrations et services nationaux spécialisés\nchargés de la promotion de la mobilité\ngéographique, échange de personnel entre\nadministrations nationales) ;
\n\n- \nvolet EURES : seraient éligibles les actions\nvisant à encourager la mobilité des personnes dans\nl'Union, notamment la création d'une plateforme\nnumérique multilingue pour la compensation des offres et des\ndemandes d'emploi, et programmes de mobilité\nciblés pour pourvoir les postes vacants là où\ndes lacunes ont été constatées sur le\nmarché du travail et/ou aider des groupes spécifiques\nde travailleurs tels que les jeunes ;
\n\n- \nvolet microcrédit : soutien au microfinancement\net aux entreprises sociales et octroi de subventions.
\n2)\nDispositions particulières : cette partie se\nconcentre sur les mesures de mise en œuvre de chacun des\nvolets concernés. Sont notamment détaillés\n:
\n\nÉvaluation et suivi: le programme fait l'objet d'un\nsuivi régulier en vue de prévoir tout ajustement\nnécessaire aux priorités en matière de\nfinancement. Des rapports bisannuels sont prévus à\ncet effet. Le programme fait en outre l'objet d'une\névaluation à mi-parcours avant fin 2017 afin de\nmesurer les progrès accomplis dans la réalisation de\nses objectifs, puis d'une évaluation finale, 2 ans\naprès son échéance.
\nINCIDENCE\nBUDGÉTAIRE : entre le 1er janvier 2014 et le 31\ndécembre 2020, les crédits financiers pour\nl'exécution du programme s'élèveraient\nà 958,19 millions EUR, soit :
\nLes 5% restants\nseraient répartis entre les différents volets, sur\nune base annuelle, en fonction des priorités politiques.
\nLa commission de\nl'emploi et des affaires sociales a adopté le rapport de\nJutta STEINRUCK (S&D, DE) sur la proposition de\nrèglement du Parlement européen et du Conseil\nétablissant un programme de l'Union européenne pour\nle changement social et l'innovation sociale.
\nLa commission\nparlementaire recommande que la position du Parlement\neuropéen adoptée en première lecture suivant\nla procédure législative ordinaire modifie la\nproposition de la Commission comme suit :
\nProgrès\nsocial et emploi : les députés proposent de\nmodifier le titre du règlement pour préciser que\ncelui-ci établit un «programme de l'Union\neuropéenne pour le progrès social, l'innovation\nsociale et l'emploi». Le programme doit viser à\ncontribuer, y compris au travers d'actions innovantes, à la\nréalisation de la stratégie Europe 2020 en\nfournissant une aide financière pour atteindre un niveau\nélevé d'emplois de qualité et durables, ainsi\nqu’une amélioration de la situation des jeunes au\nregard de l'emploi et de l'enseignement.
\nClarifier les\ndéfinitions : le rapport suggère de\ndéfinir plus clairement les notions\nd’«innovation sociale» et\nd’«expérimentation sociale» en\nfaisant explicitement référence à la lutte\ncontre la pauvreté et l'exclusion sociale,\nl'accès à un premier emploi, la promotion d'un taux\nélevé d'emplois de qualité, la garantie d'une\nprotection sociale adéquate, l'accès aux soins de\nsanté pour les personnes vulnérables et\nl'amélioration des conditions de travail.
\nStructure du\nprogramme : les députés proposent que le\nprogramme se compose des quatre volets\ncomplémentaires suivants :
\n\n1) \nle volet «Progress», pour soutenir\nl'élaboration, la mise en œuvre, le suivi et\nl'évaluation de la politique de l'Union dans les domaines de\nl'emploi, des conditions de travail, de la protection sociale, de\nl'insertion sociale et de la lutte contre la pauvreté.
\n\n2) \nle volet «EURES», pour appuyer les\nactivités menées dans le cadre du réseau\nEURES, en collaboration avec les partenaires sociaux : ce volet\ndevrait, entre autres, faciliter les partenariats transnationaux,\nde même que l'accompagnement et l'information\nindividualisés des demandeurs d'emploi, des travailleurs\nmobiles et des employeurs, en vue d'encourager la mobilité\ngéographique volontaire des travailleurs dans des conditions\néquitables et de contribuer à un taux\nélevé d'emplois de qualité et durables.
\n\n3) \nle volet «microfinance et entrepreneuriat\nsocial», pour promouvoir l'accès aux\nmicrofinancements pour les jeunes entreprises, et en particulier\npour les chômeurs, les personnes victimes de l'exclusion\nsociale et autres personnes vulnérables, ainsi que pour les\nmicro-entreprises et les entreprises sociales existantes.
\n\n4) \nun nouveau volet «Initiative pour les jeunes»,\ndestiné aux jeunes âgés de moins de 25 ans,\npour améliorer la situation en matière d'emploi et\nd'éducation des jeunes, notamment de ceux qui ont\nquitté le système scolaire, sont sans emploi ou ne\nsuivent pas de formation.
\nPrincipe du\npartenariat : soulignant qu’un programme destiné\nà soutenir la politique sociale et de l'emploi doit associer\nles partenaires sociaux et les organisations de la\nsociété civile à tous les niveaux, le rapport\ndemande que soit explicitement inscrit le principe du partenariat.\nIl propose de créer au niveau européen un\ncomité stratégique consultatif. Composé\nde représentants de la Commission, des États membres,\ndes partenaires sociaux et des organisations non gouvernementales,\nce comité assisterait la Commission dans la mise en\nœuvre, le contrôle et l'évaluation du programme\nà l'échelle de l'Union européenne.
\nBudget :\ndans l'attente des résultats des négociations\nrelatives au cadre financier pluriannuel (CFP) pour la\npériode 2014-2020, les députés ont\nlaissé en suspens le montant exact de l'enveloppe\nfinancière. Toutefois, afin d'adapter le calcul des parts\nentre les trois sous-programmes au contexte général,\nils suggèrent d'effectuer une redistribution et de fixer des\npriorités concrètes. Ils proposent d’affecter\n60% au volet «Progress» et 18% (plutôt que\n15%) au volet «EURES». Pour pouvoir utiliser\nefficacement les crédits et permettre le transfert des fonds\nentre les volets du programme en fonction des priorités\npolitiques, ils proposent que les 2% restants soient\nrépartis entre les différents volets, sur une base\nannuelle.
\nDe plus, la\ncréation d’un nouveau volet «Initiative pour\nles jeunes», supposerait que des crédits puissent\nêtre mobilisés pour cet objectif dans le cadre\nfinancier pluriannuel 2014-2020.
\nSections\nthématiques et financement : durant toute la\ndurée du programme, les députés\nsuggèrent que les crédits alloués aux actions\nsoutenues au titre des sections thématiques respectent les\npourcentages minimaux suivants :
\nVolet\n«Progress» :

\nVolet\n«microfinance et entrepreneuriat social» :
\nNouveau volet\n«initiative pour les jeunes» :
\nSuivi de la\n«fuite des cerveaux» : afin de recenser et\nprévenir les incidences négatives de la\nmobilité géographique sur chacun des États\nmembres ou des secteurs économiques spécifiques, les\ndéputés souhaitent que la Commission examine\nrégulièrement les schémas de\nmobilité, notamment ceux des travailleurs\nqualifiés. Si des distorsions apparaissent sur le\nmarché du travail, la Commission devrait examiner\nl’opportunité de soumettre des propositions de mesures\ndestinées à contrecarrer ces évolutions.
\nPlans de travail\npluriannuels et programmes de travail annuels : les\ndéputés souhaitent que la Commission soit\nhabilitée à adopter des actes\ndélégués instaurant des plans de travail\npluriannuels au titre du programme.
\nSuivi et\névaluation : pour assurer un suivi régulier du\nprogramme, la Commission devrait établir un rapport de\ncontrôle qualitatif et quantitatif initial un an\naprès sa mise en œuvre et, par la suite, des rapports\nde contrôle qualitatifs et quantitatifs bisannuels qu'elle\ntransmettrait au Parlement européen et au Conseil. Les\nrapports seraient rendus publics afin que soit\nassurée une plus grande transparence du programme.
\nLa\nprésidence a présenté au Conseil des\ninformations sur l'état d'avancement des\nnégociations avec le Parlement européen sur le\nprogramme de l'UE pour le changement social et l'innovation\nsociale, qui fait partie du projet de paquet législatif\nencadrant la politique de cohésion pour la période\n2014-2020.
\nEn juin 2012, le\nConseil a dégagé une orientation\ngénérale partielle sur le projet de\nrèglement comprenant ce programme. L'orientation\ngénérale partielle du Conseil ne portait pas sur les\ndispositions budgétaires du programme, qui seront\nadaptées dès que la décision sur le cadre\nfinancier pluriannuel de l'UE pour la période 2014-2020 sera\nadoptée.
\nL'examen du\nrèglement par le groupe «Questions sociales» a\npermis de dégager un large accord, moyennant les\nmodifications importantes suivantes:
\nDepuis lors, trois\nréunions informelles ont eu lieu entre le Parlement, le\nConseil et la Commission afin de trouver un accord. Les\nnégociations sont fondées sur la proposition de la\nCommission, l'orientation générale partielle du\nConseil et les projets d'amendements établis par la\ncommission de l'emploi et des affaires sociales du Parlement.
\nLes\nnégociations sur le volet «microfinance et\nentrepreneuriat social» ont permis de trouver un terrain\nd'entente avec le Parlement sur cette partie du programme, en\nattendant un accord global sur le programme dans son ensemble.
\nPour ce qui est du\nvolet EURES (services européens de l'emploi) et des\nquestions relatives à la gouvernance du programme, les\ntravaux ont débuté récemment et devront se\npoursuivre. Afin de traiter de ces questions et d'autres demeurant\nen suspens, de nouvelles réunions de négociation\nseront organisées durant la présidence\nirlandaise.
\nPURPOSE: to establish a\nEuropean Programme for social change.
\nPROPOSED ACT: Regulation of\nthe European Parliament and of the Council.
\nBACKGROUND: the recent\neconomic and financial crisis, which hit all Member States and\nregions in the Union, has forced the EU to face complex problems,\nsuch as:
\nThe\ncrisis also highlighted the close links and spill-over between\nEU-27 economies, especially in the euro area. Coordinated action\nat the Union level is more effective in addressing these\nchallenges than individual actions of single Member States. To be\ncost-effective, reforms also need to be as far as possible based on\nevidence. The involvement of policy-makers and other stakeholders\nin a collective learning process and in developing and testing new\napproaches is likely to lead to greater acceptance and ownership\nof, and commitment to the Europe 2020 strategy. In this context,\nsocial innovation, and in particular social experimentation, can be\na powerful tool for shaping the reforms and policy adjustments\nneeded to implement Europe 2020.
\nWhile\ntackling socio-economic problems is primarily the responsibility of\nthe Member States and regions and decisions have to be taken\nclosest to the citizen, the Union has a role to play in putting the\nneed for specific reforms on the agenda, identifying barriers to\nchange and ways of overcoming them, ensuring that existing Union\nlevel rules are complied with, stimulating sharing of good practice\nand mutual learning, and supporting social innovation and\nEurope-wide approaches.
\nThe\nEuropean Union Programme for Social Change and Innovation is based\non three existing instruments: (i) the Progress Programme; (ii) EURES (European employment\nservices; (iii) the European Progress Microfinance Facility for\nemployment and social inclusion.
\nIMPACT ASSESSMENT: the\nimpact assessment considered three options:
\nThe impact assessment has\nconcluded that option 2 is the preferred option that would\nbring about the most benefits in terms of efficiency gains,\ncritical mass, coherence and effectiveness, while avoiding\npolitical and institutional risks.
\nLEGAL BASIS: Article 46(d),\nArticle 149, Article 153(2)(a) and the third paragraph of Article\n175 of the Treaty on the Functioning of the European Union\n(TFEU).
\nCONTENT: the proposal aims\nto establish a new agenda for social change and social innovation.\nThe proposal contains a set of common provisions applicable to each\npart of the Programme and the special provisions applicable to each\ninstrument.
\n(1) Common\nprovisions:
\nSubject\nmatter: the proposed Regulation\nestablishes a European Union Programme for Social Change and\nInnovation which aims to contribute to the implementation of the\nEurope 2020 Strategy, its headline targets and Integrated\nGuidelines by providing financial support for the European Union's\nobjectives in terms of promoting a high level of employment,\nguaranteeing adequate social protection, combating social exclusion\nand poverty and improving working conditions. The Programme shall\nrun from 1 January 2014 to 31 December 2020.
