    • The committee adopted the report by Gerhard SCHMID (PES, D) broadly approving the proposal under the consultation procedure subject to a number of amendments. Many of these were designed to streamline the proposal as far as possible in order to use the available funding more efficiently. This meant, for example, excluding some of the proposed target groups (such as tax authorities, chambers of commerce and industry, etc.) in order to concentrate on those in key anti-counterfeiting positions. The report also pointed out that, unlike Europol or Interpol, the Commission itself had not acquired experience in the field of counterfeit money and should not therefore be involved in an expert capacity. On the other hand, the European Police College (CEPOL) should be included among the bodies responsible for combating counterfeiting. Another of the committee's concerns was to ensure that third countries in which the euro was likely to become a de facto means of payment should not be prevented from taking part in training measures on cost grounds. It wanted the states of former Yugoslavia to be specifically included in the programme and exempt from any financial contribution. Cooperation should also be envisaged with other countries in which the euro was likely to circulate, with consideration to be given on a case-by-case basis to the levying of a financial contribution. Lastly, the committee wanted to ensure budgetary transparency and accountability, with the amounts allocated each year being linked to the assessment of the programme's results.

      COMMUNITY MEASURE : Council Decision 2001/924/EC.
      CONTENT : this Decision stipulates that the application of Articles 1 to 13 of Decision 2001/923/EC shall be extended to those Member States which have not adopted the euro as their single currency.
      ENTRY INTO FORCE : 21.12.2001. It shall apply from 01.01.2002.
