        • The Council adopted Regulation (EC) No 626/95 introducing special measures applicable to the recruitment of officials of the European Communities as a result of the accession of Austria, Finland and Sweden. These measures cover temporary derogations to the provisions of the Staff Regulations of Officials of the European Communities. The derogations in question are limited in 3 ways:
          - they apply up to the limits set for posts provided for to this effect by the budgetary authorities;
          - they only cover a reduced number of provisions (publication of vacant posts, identical recruitment conditions, appointments to be made irrespective of nationality, ban on the reservation of posts for nationals of a given country, phases in the recruitment procedure, appointments to basic grades);
          - their duration is limited to 31.12.1999.
          Vacant posts are to be adequately advertised both inside and outside the Community institutions. Appointments to grades A3, A4, A5, A6, A7, A8, LA3, LA4, LA 5, LA6, LA7, LA8, B1, B2, B3, B4, B5 and C1, C2 to C5 and D1 to D4 shall be made after a competition based on qualification and/or tests organized in accordance with Annex III to the Staff Regulations. The Regulation would come into force on 25.03.1995.
