PURPOSE: to mobilise the Flexibility Instrument to\ncomplement the financing in the general budget of the European\nUnion for the financial year 2012.

BACKGROUND: Decision of the European Parliament and of\nthe Council.

CONTENT: the Interinstitutional Agreement\nof 17 May 2006 allows for the mobilisation of the Flexibility\nInstrument to allow the financing of clearly identified expenditure\nwhich could not be financed within the limits of the ceilings\navailable for one or more headings of the multiannual financial\nframework.

\n

In accordance with point 27\nof the Interinstitutional Agreement, and after having examined all\npossibilities for re-allocating appropriations under heading 4, the\nCommission proposes to mobilise the Flexibility Instrument for the\nfinancing of the European Neighbourhood Policy, for an amount of\nEUR 153.3 million beyond the ceiling of heading\n4.

It is recalled that the two\narms of the budgetary authority are reminded that the publication\nof the Decision in the Official Journal of the European Union shall\nnot intervene later than the publication for the General Budget for\nthe year 2012.

The Committee on Budgets\nadopted the report drafted by Reimer\nBÖGE (EPP, DE) in which it calls on the European Parliament to\napprove the proposal for a decision of the European\nParliament and of the Council on mobilisation of the Flexibility\nInstrument to complement the financing in\nthe general budget of the European Union for the financial year\n2012, beyond the ceilings of heading 1a and 4,\nof:

Members\nrecall that the ceilings of the Multiannual Financial Framework,\nespecially for subheading 1a and heading 4, do not allow the\nfinancing of EU priorities without jeopardising the existing\ninstruments and policies. The Commission has therefore proposed\nto mobilise the Flexibility Instrument to offset the reinforcement\nfor the European Neighbourhood Policy Instrument under heading 4\nfor an amount of EUR 153 343 576.

\n

Members note that, despite\ncontained reinforcements in commitments on a limited number of\nbudget items and several decreases on other budget items, the\nceilings of subheading 1a and heading 4 do not allow for an\nadequate financing of selected priorities carried by the Parliament\nand the Council. It is for this reason that they approve the\nmobilisation of the Flexibility Instrument for the financing of the\nEU 2020 Strategy under subheading 1a, and the financing of European\nNeighbourhood Policy Instrument under heading 4 for a total amount\nof EUR 239.42 million.

To conclude, Members\nhighlight once more the crucial need for the EU budget to be\nincreasingly flexible.

The European Parliament adopted by 524 votes to 59,\nwith 10 abstentions, a resolution on the proposal for a decision of\nthe European Parliament and of the Council on mobilisation of the\nFlexibility Instrument in favour of the EU 2020 Strategy and the\nEuropean Neighbourhood Policy.

\n

The\nceilings of the Multiannual Financial Framework, especially for\nsubheading 1a and heading 4, do not allow the financing of Union\npriorities without jeopardising the existing instruments and\npolicies.

\n

Initially, the Commission had proposed in Amending\nletter No 1/2012 to mobilise the Flexibility Instrument to offset\nthe reinforcement for the European Neighbourhood Policy under\nheading 4 for an amount of EUR 153 343 576. The conciliation\ncommittee convened for the 2012 budget agreed to the mobilisation\nof the Flexibility Instrument for a total amount of EUR 200 million\nbeyond the ceilings of subheading1a and heading 4.

\n

Parliament agrees, therefore, to the mobilisation of\nthe Flexibility Instrument for the financing of the EU 2020\nStrategy under subheading 1a, and the financing of the European\nNeighbourhood Policy under heading 4 for a total amount of EUR 200\nmillion. This amount shall be used to complement the financing\nof:

\n·        \nEUR 50 million for the Europe 2020 Strategy under\nsubheading 1a;

\n

\n·        \nEUR 150 million for the European Neighbourhood\nPolicy under heading 4.

\n

To conclude, Parliament highlights once more the\ncrucial need for the EU budget to be increasingly\nflexible.

The Committee on Budgets\nadopted the report drafted by Reimer\nBÖGE (EPP, DE) in which it calls on the European Parliament to\napprove the proposal for a decision of the European\nParliament and of the Council on mobilisation of the Flexibility\nInstrument to complement the financing in\nthe general budget of the European Union for the financial year\n2012, beyond the ceilings of heading 1a and 4,\nof:

Members\nrecall that the ceilings of the Multiannual Financial Framework,\nespecially for subheading 1a and heading 4, do not allow the\nfinancing of EU priorities without jeopardising the existing\ninstruments and policies. The Commission has therefore proposed\nto mobilise the Flexibility Instrument to offset the reinforcement\nfor the European Neighbourhood Policy Instrument under heading 4\nfor an amount of EUR 153 343 576.

Members note that, despite\ncontained reinforcements in commitments on a limited number of\nbudget items and several decreases on other budget items, the\nceilings of subheading 1a and heading 4 do not allow for an\nadequate financing of selected priorities carried by the Parliament\nand the Council. It is for this reason that they approve the\nmobilisation of the Flexibility Instrument for the financing of the\nEU 2020 Strategy under subheading 1a, and the financing of European\nNeighbourhood Policy Instrument under heading 4 for a total amount\nof EUR 239.42 million.

The European Parliament adopted by 524 votes to 59,\nwith 10 abstentions, a resolution on the proposal for a decision of\nthe European Parliament and of the Council on mobilisation of the\nFlexibility Instrument in favour of the EU 2020 Strategy and the\nEuropean Neighbourhood Policy.

\n

The\nceilings of the Multiannual Financial Framework, especially for\nsubheading 1a and heading 4, do not allow the financing of Union\npriorities without jeopardising the existing instruments and\npolicies.

\n

Initially, the Commission had proposed in Amending\nletter No 1/2012 to mobilise the Flexibility Instrument to offset\nthe reinforcement for the European Neighbourhood Policy under\nheading 4 for an amount of EUR 153 343 576. The conciliation\ncommittee convened for the 2012 budget agreed to the mobilisation\nof the Flexibility Instrument for a total amount of EUR 200 million\nbeyond the ceilings of subheading1a and heading 4.

\n

Parliament agrees, therefore, to the mobilisation of\nthe Flexibility Instrument for the financing of the EU 2020\nStrategy under subheading 1a, and the financing of the European\nNeighbourhood Policy under heading 4 for a total amount of EUR 200\nmillion. This amount shall be used to complement the financing\nof:

\n·        \nEUR 50 million for the Europe 2020 Strategy under\nsubheading 1a;

\n·        \nEUR 150 million for the European Neighbourhood\nPolicy under heading 4.
