The Committee on Culture and Education adopted the\nown-initiative report drafted by Ivo\nBELET (EPP, BE) on public service broadcasting in the digital era:\nthe future of the dual system.

\n

Members reaffirm their commitment to the\ndual broadcasting system, in which private and public service\nmedia play their respective roles, independent of political and\neconomic pressure, and call for access to broadcasting of the\nhighest level to be ensured irrespective of consumers' and users'\nability to pay. They reiterate the need to maintain strong and\nvibrant independent public service broadcasting, whilst\nadapting it to the requirements of the digital age, and calls for\nspecific measures to be taken to attain this objective.

Member States are invited to:

Recalling the importance of the Council of\nEurope's recommendations and declarations, Members are reminded of\ntheir commitment to these European standards, and recommends that\nthey provide appropriate, proportionate and stable funding for\npublic service media so as to enable them to fulfil their remit,\nguarantee political and economic independence and contribute to an\ninclusive information and knowledge society with representative,\nhigh quality media available to all.

\n

The report invites the Member States to\ntreat the problem of insufficient financing. It recalls the\nfinancial instruments offered by the EIB, and encourages public\nservice broadcasters facing financial difficulties to apply for a\nsoft loan from the EIB for the renewal of their infrastructure,\nparticularly in connection with digitisation and\ninnovation.

\n

Members encourage the various stakeholders to\nintensify their cooperation with a view to safeguarding the dual\nsystem and, in particular, encourage public service and private\nbroadcasters to cooperate with one another and with publishers in\nrelation to content-sharing and innovative projects and to find\nways of working together.

The European Parliament adopted by 522 votes to 22,\nwith 62 abstentions, a resolution on public service broadcasting in\nthe digital era: the future of the dual system.

\n

Recalling the crucial role that broadcasting plays\nwith regard to European audiovisual production, the resolution\nnotes that the co-existence of public service and commercial\nbroadcasters has ensured a diverse range of freely accessible\nprogramming, which benefits all EU citizens and contributes to\nmedia pluralism, cultural and linguistic diversity, editorial\ncompetition (in terms of content quality and diversity) and freedom\nof expression,

\n

Members reaffirm their commitment to the dual\nbroadcasting system, in which private and public service media\nplay their respective roles, independent of political and economic\npressure, and call for access to broadcasting of the highest level\nto be ensured irrespective of consumers' and users' ability to pay.\nThey reiterate the need to maintain strong and vibrant\nindependent public service broadcasting, whilst adapting it to\nthe requirements of the digital age, and calls for specific\nmeasures to be taken to attain this objective.

Member States are invited to:

Recalling the commitments made in the context of the\nCouncil and Council of Europe, Parliament recommends that Member\nStates respect European standards and provide appropriate,\nproportionate and stable funding for public service media. It calls\non the Commission and the Member States to give the European\nAudiovisual Observatory a mandate to gather data and carry out\nresearch on the way in which the Member States have applied these\nstandards. It urges that Member States be held accountable for\nfailing to fulfil these commitments.

Parliament invites the Member States to deal with\nthe problem of insufficient financing. The Committee on Culture and Education adopted the\nown-initiative report drafted by Ivo\nBELET (EPP, BE) on public service broadcasting in the digital era:\nthe future of the dual system.

\n

Members reaffirm their commitment to the\ndual broadcasting system, in which private and public service\nmedia play their respective roles, independent of political and\neconomic pressure, and call for access to broadcasting of the\nhighest level to be ensured irrespective of consumers' and users'\nability to pay. They reiterate the need to maintain strong and\nvibrant independent public service broadcasting, whilst\nadapting it to the requirements of the digital age, and calls for\nspecific measures to be taken to attain this objective.

Member States are invited to:

Recalling the importance of the Council of\nEurope's recommendations and declarations, Members are reminded of\ntheir commitment to these European standards, and recommends that\nthey provide appropriate, proportionate and stable funding for\npublic service media so as to enable them to fulfil their remit,\nguarantee political and economic independence and contribute to an\ninclusive information and knowledge society with representative,\nhigh quality media available to all.

\n

The report invites the Member States to\ntreat the problem of insufficient financing. It recalls the\nfinancial instruments offered by the EIB, and encourages public\nservice broadcasters facing financial difficulties to apply for a\nsoft loan from the EIB for the renewal of their infrastructure,\nparticularly in connection with digitisation and\ninnovation.

Members encourage the various stakeholders to\nintensify their cooperation with a view to safeguarding the dual\nsystem and, in particular, encourage public service and private\nbroadcasters to cooperate with one another and with publishers in\nrelation to content-sharing and innovative projects and to find\nways of working together.

The European Parliament adopted by 522 votes to 22,\nwith 62 abstentions, a resolution on public service broadcasting in\nthe digital era: the future of the dual system.

Recalling the crucial role that broadcasting plays\nwith regard to European audiovisual production, the resolution\nnotes that the co-existence of public service and commercial\nbroadcasters has ensured a diverse range of freely accessible\nprogramming, which benefits all EU citizens and contributes to\nmedia pluralism, cultural and linguistic diversity, editorial\ncompetition (in terms of content quality and diversity) and freedom\nof expression,

Members reaffirm their commitment to the dual\nbroadcasting system, in which private and public service media\nplay their respective roles, independent of political and economic\npressure, and call for access to broadcasting of the highest level\nto be ensured irrespective of consumers' and users' ability to pay.\nThey reiterate the need to maintain strong and vibrant\nindependent public service broadcasting, whilst adapting it to\nthe requirements of the digital age, and calls for specific\nmeasures to be taken to attain this objective.

\n

Member States are invited to:

\n\n

Recalling the commitments made in the context of the\nCouncil and Council of Europe, Parliament recommends that Member\nStates respect European standards and provide appropriate,\nproportionate and stable funding for public service media. It calls\non the Commission and the Member States to give the European\nAudiovisual Observatory a mandate to gather data and carry out\nresearch on the way in which the Member States have applied these\nstandards. It urges that Member States be held accountable for\nfailing to fulfil these commitments.

\n

Parliament invites the Member States to deal with\nthe problem of insufficient financing. It recalls the financial\ninstruments offered by the EIB, and encourages public service\nbroadcasters facing financial difficulties to apply for a soft loan\nfrom the EIB for the renewal of their infrastructure, particularly\nin connection with digitisation and innovation.

\n

Members encourage the various stakeholders to\nintensify their cooperation with a view to safeguarding the dual\nsystem and, in particular, encourage public service and private\nbroadcasters to cooperate with one another and with publishers in\nrelation to content-sharing and innovative projects and to find\nways of working together.

The Commission is invited to:

Lastly, Parliament underlines the importance of media\neducation for the responsible use of services provided by content\naggregators.
