  The European Parliament adopted by 499 votes to 14, with 7 abstentions, a decision on the European Council's proposal not to convene a Convention for the revision of the Treaties with regard to transitional measures concerning the composition of the European Parliament. It approved the European Council's proposal to amend Protocol No 36 by means of an intergovernmental conference, without convening a Convention. Members note that, in the light of precedent, the convening of a convention to approve a transitional amendment, with limited scope, of the provisions set out in the EU Treaty relating to the composition of Parliament is unnecessary.

  PURPOSE: to request Parliament's consent to dispense with a Convention following the proposal for revision of the Treaties with regard to the composition of the European Parliament. CONTENT: in accordance with Article 48(3)(ii) of the TEU, the European Council is seeking Parliament's consent not to convene a Convention to examine the proposed amendments by the Government of Spain to Protocol 36 on transitional provisions concerning the composition of the European Parliament. It should be recalled that Article 48(3)(ii) of the TEU states that the European Council may decide by a simple majority, after obtaining the consent of the European Parliament, not to convene a Convention should this not be justified by the extent of the proposed amendments. In the latter case, the European Council shall define the terms of reference for a conference of representatives of the governments of the Member States.
