This text takes into consideration a certain number of recent institutional developments within the European Union since the signature and the entry into force of the EU-Algeria Euro-Mediterranean Agreement (signed in Valencia on 22 April 2002 and entered into force on 1 September 2005). The amendments concern the expiry of the Treaty establishing the European Coal and Steel Community, existing provisions in the Euro-Mediterranean Agreement referring to the European Coal and Steel Community shall be deemed to refer to the European Community, which has taken over all rights and obligations contracted by the European Coal and Steel Community. The rest of the Agreement remains unchanged (see the summary dated 06/12/2006).

PURPOSE: the signing and provisional application of a Protocol and the conclusion of a Protocol to the Euro-Mediterranean Agreement between the Community and Algeria to take account of EU enlargement. PROPOSED ACT: Council Decision. CONTENT: provisions set out in Article 6(2) of the Act of Accession, state that the ten new Member States, who acceded to the EU in May 2004, should also accede to the Euro-Mediterranean Association Agreement by use of a Protocol. In February 2004, the Council authorised the Commission to negotiate such a Protocol with People's Democratic Republic of Algeria. The negotiations have now been concluded. The Protocol has been designed, primarily, to take account of EU enlargement to the EU-Algeria Association Agreement. The new Protocol also includes the new official languages of the EU.
