            "<div id=\"summary\">\n<div>PURPOSE : to amend Regulation 1255/1999/EC on the common\norganisation of the market in milk and milk products.<br/>\nCONTENT : In order to provide a stable perspective for dairy\nfarmers, the Commission proposes the prolongation of a reformed\ndairy quota system until the 2014/15 campaign.<br/>\nIn Berlin in March 1999 the European Council decided to delay the\nentry into force of reform in the dairy sector due to budgetary\nconsiderations. Since unanticipated budgetary resources have become\navailable in the current financial perspective, the Commission\nstrongly believes the dairy reform agreed in Berlin should be\nadvanced by one year in order to achieve the objectives and\nbenefits of the reform at the earliest possible date. Furthermore,\nit is necessary to reduce the support price for milk with a\ncorresponding quota increase of 1% per year in 2007 and 2008 based\non reference quantities after the full implementation of Agenda\n2000.<br/>\nThe foreseen uniform reduction of 5% per year will be replaced by\nasymmetric intervention price cuts of 3.5%/year for skimmed milk\npowder and 7% per year for butter over the five year period. On the\nwhole this 35% reduction in butter prices and 17.5% reduction in\nskimmed milk powder prices correspond to a global reduction of 28%\nfor EU milk target prices over 5 years. Intervention purchases of\nbutter will be suspended above a limit of 30 000 tonnes per year.\nAbove that limit, it is proposed that purchases may be carried out\nunder a tender procedure.<br/>\nAdditional compensation in 2007 and 2008 through direct payments\nwill be made, using the same method of calculation as in Agenda\n2000. All dairy payments will be integrated into the single farm\npayment. (Please refer to CNS/2003/0006).</div>\n</div>\n"

The\ncommittee was concerned that drastic cuts in intervention prices\nwould have a serious impact on the income of dairy cattle farms. It\ntherefore wanted intervention prices for butter and skimmed milk\npowder to be reduced to a lesser extent than was being proposed by\nthe Commission, and said that these cuts should not come into\neffect until 1 July 2005, rather than 1 July 2004 as proposed.         "<div id=\"summary\">\n<div>PURPOSE : to amend Regulation 1255/1999/EC on the common\norganisation of the market in milk and milk products.<br/>\nLEGISLATIVE ACT : Council Regulation 1787/2003/EC amending\nRegulation 1255/1999/EC on the common organisation of the market in\nmilk and milk products.<br/>\nCONTENT : the Council formally adopted the Regulations on reform of\nthe Common Agricultural Policy, without debate and by a qualified\nmajority, the Portuguese delegation voting against the \"horizontal\"\nRegulation and the Regulation establishing a levy in the milk and\nmilk products sector. Statements by the Council, Belgium, France,\nthe Netherlands, Luxembourg, Austria, Finland, the United Kingdom,\nPortugal (giving reasons for voting against) and the Commission are\nappended to the legal texts adopted.<br/>\nInitially based on principles (Articles 32 to 38 of the Treaty)\nintended to ensure self-sufficiency in food for the European\nCommunity by increasing agricultural productivity, to guarantee a\nhigh income to farmers, to stabilise markets and to provide\nagricultural products at a reasonable price to consumers, the\nreformed CAP henceforth introduces a new key element, a pillar of\nthe reform, which is the partial decoupling of production-related\naid, based on a reference period (2000-2002); it now makes payment\nof such aid conditional on compliance with rules on the\nenvironment, animal welfare, hygiene standards and preservation of\nthe countryside.<br/>\nThe key elements of the new, reformed CAP in a nutshell:<br/>\n- a single farm payment for EU farmers, independent from\nproduction; limited coupled elements may be maintained to avoid\nabandonment of production,<br/>\n- this payment will be linked to the respect of environmental, food\nsafety, animal and plant health and animal welfare standards, as\nwell as the requirement to keep all farmland in good agricultural\nand environmental condition (\"cross-compliance\"),<br/>\n- a strengthened rural development policy with more EU money, new\nmeasures to promote the environment, quality and animal welfare and\nto help farmers to meet EU production standards starting in\n2005,<br/>\n- a reduction in direct payments (\"modulation\") for bigger farms to\nfinance the new rural development policy,<br/>\n- a mechanism for financial discipline to ensure that the farm\nbudget fixed until 2013 is not overshot,<br/>\n- revisions to the market policy of the CAP:<br/>\n- asymmetric price cuts in the milk sector: The intervention price\nfor butter will be reduced by 25% over four years, which is an\nadditional price cut of 10% compared to Agenda 2000, for skimmed\nmilk powder a 15% reduction over three years, as agreed in Agenda\n2000, is retained,<br/>\n- reduction of the monthly increments in the cereals sector by\nhalf, the current intervention price will be maintained,<br/>\n- reforms in the rice, durum wheat, nuts, starch potatoes and dried\nfodder sectors.<br/>\n- Milk products : the Council decided the prolongation of a\nreformed dairy quota system until the 2014/15 campaign. The Council\ndecided on asymmetric price cuts in the milk sector. The\nintervention price for butter will be reduced by 25% (-7% in 2004,\n2005, 2006 and -4% in 2007), which is a additional price cut of 10%\ncompared to Agenda 2000. For skimmed milk powderprices will be cut\nby 15% (in 5% steps over three years from 2004 to 2006), as agreed\nin Agenda 2000.<br/>\nIntervention purchases of butter will be suspended above a limit of\n70 000 tonnes in 2004 and falling to 30 000 from 2007. Above that\nlimit, purchases may be carried out under a tender procedure. The\ntarget price for milk will be abolished.<br/>\nThe compensation is fixed as follows: EUR 11.81/t in 2004, EUR\n23.65 in 2005 and EUR 35.5 from 2006 onwards.<br/>\nThe single farm payment will only apply in the dairy sector once\nthe reform is fully implemented, unless Member States decide to\nintroduce it earlier.<br/>\nThe Council decided to increase the milk quotas for Greece (+120\n000t) and on a temporary exemption for the Azores regarding milk\nquota implementation of 73 000t in 2003/2004, 61 500t in 2004/2005\nand 50 000t from 2005/2006 onwards.<br/>\nENTRY INTO FORCE : 28/10/03.</div>\n</div>\n"

Statements by the Council, Belgium, France,\nthe Netherlands, Luxembourg, Austria, Finland, the United Kingdom,\nPortugal (giving reasons for voting against) and the Commission are\nappended to the legal texts adopted.<br/>\nInitially based on principles (Articles 32 to 38 of the Treaty)\nintended to ensure self-sufficiency in food for the European\nCommunity by increasing agricultural productivity, to guarantee a\nhigh income to farmers, to stabilise markets and to provide\nagricultural products at a reasonable price to consumers, the\nreformed CAP henceforth introduces a new key element, a pillar of\nthe reform, which is the partial decoupling of production-related\naid, based on a reference period (2000-2002); it now makes payment\nof such aid conditional on compliance with rules on the\nenvironment, animal welfare, hygiene standards and preservation of\nthe countryside.<br/>\nThe key elements of the new, reformed CAP in a nutshell:<br/>\n- a single farm payment for EU farmers, independent from\nproduction; limited coupled elements may be maintained to avoid\nabandonment of production,<br/>\n- this payment will be linked to the respect of environmental, food\nsafety, animal and plant health and animal welfare standards, as\nwell as the requirement to keep all farmland in good agricultural\nand environmental condition (\"cross-compliance\"),<br/>\n- a strengthened rural development policy with more EU money, new\nmeasures to promote the environment, quality and animal welfare and\nto help farmers to meet EU production standards starting in\n2005,<br/>\n- a reduction in direct payments (\"modulation\") for bigger farms to\nfinance the new rural development policy,<br/>\n- a mechanism for financial discipline to ensure that the farm\nbudget fixed until 2013 is not overshot,<br/>\n- revisions to the market policy of the CAP:<br/>\n- asymmetric price cuts in the milk sector: The intervention price\nfor butter will be reduced by 25% over four years, which is an\nadditional price cut of 10% compared to Agenda 2000, for skimmed\nmilk powder a 15% reduction over three years, as agreed in Agenda\n2000, is retained,<br/>\n- reduction of the monthly increments in the cereals sector by\nhalf, the current intervention price will be maintained,<br/>\n- reforms in the rice, durum wheat, nuts, starch potatoes and dried\nfodder sectors.<br/>\n- Milk products : the Council decided the prolongation of a\nreformed dairy quota system until the 2014/15 campaign. The Council\ndecided on asymmetric price cuts in the milk sector. The\nintervention price for butter will be reduced by 25% (-7% in 2004,\n2005, 2006 and -4% in 2007), which is a additional price cut of 10%\ncompared to Agenda 2000. For skimmed milk powderprices will be cut\nby 15% (in 5% steps over three years from 2004 to 2006), as agreed\nin Agenda 2000.<br/>\nIntervention purchases of butter will be suspended above a limit of\n70 000 tonnes in 2004 and falling to 30 000 from 2007. Above that\nlimit, purchases may be carried out under a tender procedure. The\ntarget price for milk will be abolished.<br/>\nThe compensation is fixed as follows: EUR 11.81/t in 2004, EUR\n23.65 in 2005 and EUR 35.5 from 2006 onwards.<br/>\nThe single farm payment will only apply in the dairy sector once\nthe reform is fully implemented, unless Member States decide to\nintroduce it earlier.<br/>\nThe Council decided to increase the milk quotas for Greece (+120\n000t) and on a temporary exemption for the Azores regarding milk\nquota implementation of 73 000t in 2003/2004, 61 500t in 2004/2005\nand 50 000t from 2005/2006 onwards.<br/>\nENTRY INTO FORCE : 28/10/03.</div>\n</div>\n"
