      • AIM: Presentation of the preliminary draft supplementary and amending budget No 5 for 2001 - European Parliament section.
        CONTENT: The Commission is to present the Council with a fifth preliminary draft supplementary and amending budget for 2001 relating to section I (Parliament); the draft deals only with loans relating to Parliament's investments in immovable property.
        With a view to minimising the financial burden arising from the parliamentary land and buildings policy, the European Parliament has been making advance payments over the past ten years to cover the cost of its various official buildings.
        In accordance with this approach, Parliament would like to continue making these advance payments in 2002 with a view to reducing the burden of buildings expenditure on its future budgets, especially as regards repayment of the cost of the Louise Weiss building in Strasbourg.
        The Commission believes in this instance that the advance payment of EUR 10m would generate a saving on interest payments of about EUR 1.8m over ten years.
        The Commission therefore asks that appropriations totalling EUR 24 800 000 be made available in the 2001 budget for accelerated funding of the Parliament building.

      • PURPOSE : to present the draft supplementary and amending budget No 5 of the European Communities for the financial year 2001 (Section I - Parliament).
        CONTENT : on 30 November 2001, the Commission sent to the Council preliminary draft supplementary and amending budget No 5 for the financial year 2001. It concerns Section I (Parliament) and relates solely to the Parliament's investment in immovable property.
        As announced during conciliation on the 2002 draft budget on 21 November 2001, the European Parliament proposes to make an advance payment of expenditure linked to funding the construction of its Louise Weiss building in Strasbourg, with the aim of saving interest payments and thus reducing the burden of future budgets.
        In this context, the Council would refer to the Parliament delegation's undertaking, given in the statement made during the abovementioned conciliation, to reduce its corresponding estimates for 2003 by an equivalent amount.
        The request for appropriations is for EUR 24 800 000 to be entered in Article 200 of its budget and corresponds to the margin currently available under heading 5 of the financial perspective.
        Moreover, on 6 December 2001, the Council established draft supplementary and amending budget No 5 for the financial year 2001 in accordance with the Commission proposal.
        Under the supplementary and amending budget No 5 for the financial year 2001, total expenditure stands at EUR 96 995,5 million in commitment appropriations and EUR 93 780,0 million in payment appropriations.
