            "<div id=\"summary\">\n<div>PURPOSE : proposal for the establishment of the Community\nstatistical programme for the period 2003-2007.<br/>\nCONTENT : this is the sixth successive medium term programme\nprepared by Eurostat. In fulfilling its mission to provide the\nUnion with a high quality statistical information service, the\nEuropean Statistical System (ESS) has to meet three specific\nchallenges:<br/>\n1) the needs of Community Policies as users of Community\nstatistics. The ESS faces growing difficulties in meeting the\nstatistical information needed to monitor the ever-increasing\npolicy requirements of the Community. The growing emphasis on\nsatisfying the \"user need\" in terms of policies is of paramount\nimportance and specific strategies have been developed to meet\nthese needs.<br/>\n2) enhancing the quality of data by improving the partnership\nbetween Eurostat and its partners in the ESS particularly in view\nof the enlargement of the Union. Timeliness and quality problems\nrisk being exacerbated in the face of enlargement. The development\nof appropriate mechanisms is required in order to obtain the\nnecessary data within the enlarged ESS.<br/>\nEurostat has created a complementary network known as the Committee\non Monetary, financial and Balance of Payment statistics (CMFB)\nwith the essential aim to meet the requirements for monetary union\nand the ECB.<br/>\n3) fixing priorities and allocating resources within a framework of\nconstant or diminishing resources. The operational resource\nrequirements for Eurostat deriving from the Community Statistical\nProgramme during the period 2003-2007 are estimated at EUR 192.5\nmillion. In the light of programme priorities Eurostat will\nredeploy its operational and human resources to respect the\npriority actions in the Statistical Programme. The main axes for\nredeployment are:<br/>\n- to improve the statistics required for the Euro-zone as indicated\nby ECOFIN.<br/>\n- to develop further the structural indicators necessary to\nimplement the European Council provisions initiated in\nLisbon.<br/>\n- to provide support for the candidate countries with the support\nof the Community PHARE budget.<br/>\n- to consolidate the resources for the Social Indicators in\nresponse to the needs identified by the European Councils so far as\npossible within budgetary appropriations.<br/>\n- to ensure across the programme that the resources for work linked\nto the objectives in the area of sustainable development policy, as\nagreed by the Gothenburg European Council, are given\npriority.<br/>\nThe document attached to the proposal describes the statistical\nrequirements judged as necessary for all of the policy Titles of\nthe Treaty and presents the main impacts of community policies on\neach of these Titles.</div>\n</div>\n"

            "<div id=\"summary\">\n<div>The Council's common position closely follows the Commission's\nproposal and the European Parliament's amendments except for the\namendment which aims to increase the budget for the programme from\nEUR 192.5 million over 5 years to EUR 222.377 over the four years\n2003-2006.<br/>\nNew Recitals have been added, to incorporate the European\nParliament's amendments on the comparability and high quality of\nstatistics and the need for a gender breakdown of data in certain\nareas.<br/>\nThe common position states that EUR 41 773 000 shall be for 2007\nand the amount of EUR 41 773 000 shall be deemed to be confirmed if\nit is consistent with the financial perspective in force for the\nperiod commencing in 2007.<br/>\nIn the introductory section of Annex 1, the Council has introduced\na reference to the need for cost-effectiveness in implementation\nand also a reference to the consultation of Member States through\nthe Statistical Programme Committee. The Council has also revised\nthe wording of the element related to structural indicators, so as\nbetter to reflect the scope of the mandates given by the European\nCouncil and to place the appropriate emphasis on open coordination.\nA paragraph has been introduced that describes the need for ongoing\nreview of the necessity of existing statistics as part or the\nprogramming of statistical priorities.<br/>\nIn addition, in Title II of Annex 1, under Forestry, the Council\nhas introduced a general reference to the need to develop better\nquality forestry statistics, rather than the narrow focus on the\nspecific criteria and indicators described.<br/>\nIn Title VIII of Annex 1, the Council has removed the reference to\nthe specific variables covered by the continuous labour force\nsurvey, since these are set out in the relevant Regulation. A\nreference to care and childcare facilities has nonetheless been\nintroduced in Title XI of the Annex. The Council has also\nintroduced in Title VIII a reference to \"studies on\" the\nimplementation of a Community job vacancy survey, while deleting\nthe bullet point relating to implementation of a Regulation on the\nsurvey, since the Commission has decided not to introduce a\nlegislative proposal in this area for the time being.<br/>\nIn title XI of Annex 1, the Council has introduced the European\nParliament's fifth amendment on improving data-gathering and\nprocessing, as well as introducing a reference to providing\ninformation on care and childcare facilities.<br/>\nIn Title XIII of Annex 1, the Council has introduced an amendment\nrequiring a breakdown of data by level of income only where this\ninformation is available, so as to avoid a disproportionate cost in\nthose Member States where this data is not available.</div>\n</div>\n"

            "<div id=\"summary\">\n<p style=\"text-align:justify\" class=\"MsoNormal\"><span lang=\"EN-GB\">Decision No&#160;2367/2002/EC of the European\nParliament and of the Council on the Community statistical\nprogramme 2003 to 2007 (CSP) was adopted on 16&#160;December 2002.\nThe programme was to be guided by the principal Community policy\npriorities of economic and monetary union, European Union\nenlargement and competitiveness, sustainable development and the\nsocial agenda. It was structured around the objectives of\nEurostat's mission statement, of high-quality statistics for all\nEU-policy purposes and of the efficient use of resources and\nbudgetary implementation.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><span lang=\"EN-GB\">This document constitutes the required evaluation\nreport on the implementation of the programme. It is based on the\nmid-term evaluation prepared by Eurostat in 2006 and on a report\nprovided by an external evaluation company as required in Article 4\nof the CSP.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><span lang=\"EN-GB\">The report presents the main findings concerning the\nachievements of the objectives stated in the programme. The\nCommission points out that <b>almost all the objectives were\naccomplished</b>. It emphasises the demonstrated ability of the\nEuropean Statistical System (ESS) to ensure that new and emerging\npolicy needs were underpinned with additional statistical\ninformation. Furthermore, a multiannual programme on the\nmodernisation of European Enterprise and Trade statistics was\nprepared. This progress was possible due to intensive work on\nissuing new or revising legislation and by developing and\nimplementing new methodologies and tools. A relatively large number\nof activities concentrated on quality assurance and on the\ndevelopment of the ESS as well as the development and\nimplementation of the Code of Practice, the opening of free access\nto all Eurostat statistical data on its web-site and actions linked\nto better priority setting and reducing the response\nburden.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><span lang=\"EN-GB\">In this context, the following <b>recommendations</b>\nwere drawn up by the independent experts during the evaluation of\nthis CSP:</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Improve the link between the CSP and annual work\nprogrammes</span></b><span lang=\"EN-GB\">: the CSP is designed to be\na framework programme formulating a strategic vision for five years\nand ensuring, together with the annual work programmes, the CSP's\nflexibility and relevance over the entire period. In using the CSP\nas a reference, the annual work programmes should make explicit\nmention of and be based on the respective CSP. Key objectives\nincluded in the CSP should be reflected in corresponding\nhierarchical objectives in the annual programmes. This will make it\npossible to use the full potential of both kinds of programme and\nensure better monitoring of the strategic objectives.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Improve the monitoring of CSP\nimplementation</span></b><span lang=\"EN-GB\">: a number of\nmonitoring instruments already exist in Eurostat, such as\nmonitoring of data quality, the website, compliance with legal\nacts, user satisfaction surveys and staff opinion surveys. However,\nthese instruments are not part of an integrated system yet and,\nmoreover; there is no monitoring of the CSP in terms of objectives.\nOverall monitoring of the CSP should be implemented by defining a\nkey set of indicators that provide sufficient information on the\nachievement of operational and strategic objectives over the\nprogramme period. Monitoring activities in place should be\nstreamlined and integrated into a system of monitoring.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Balance demand and resources</span></b><span lang=\"EN-GB\">: Eurostat has the task of being the intermediary\nbetween the main users at the European level (mainly other\nCommission services) and NSIs and other providers of national\ninformation. Together with those, many instruments were put in\nplace to increase the efficiency of working together. The demand\nfor frequent and detailed data expressed by users will increase in\nthe future because of the launch of new policies and the monitoring\nneeds for implementation and evaluation of ongoing policies.\nHowever, there is a limit to using further productivity gains in\nthe ESS to continuously fulfil the increasing demand for\nsophisticated and complex data. This situation requires strategic\nreflection regarding demand, combined with modernisation of\nproduction systems and further harmonisation of processes and\npossibly an increase in (human and financial) resources throughout\nthe ESS. Efforts should be deployed to address this ESS-wide\nchallenge by improving priority-setting, simplifying legislation,\nevaluating the impacts of new demand beforehand and reviewing\nresource needs.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Further enhance trust and partnership in the\nESS</span></b><span lang=\"EN-GB\">: trust and partnership between\nthe different stakeholders is crucial for the well functioning of\nthe ESS. Eurostat as the intermediary between the NSIs and the\nCommission services is faced with sometimes opposing interests from\nthe different actors in the system. Several bodies and\ninstitutionalised instruments exist to stimulate dialogue among all\nactors and thus create trust and foster partnership. This trust and\npartnership form the cornerstone of the system and Eurostat should\ncontinue to reinforce them in the future.</span></p>\n</div>\n"

In the ensuing\nperiod, more qualitative information was gathered and processed.\nThis whole process resulted in an evaluation report, of which this\ndocument is the executive summary.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><span lang=\"EN-GB\">The summary provides an overview of the main findings\nin relation to: (i) the relevance of the programme; (ii) progress\nof activities; (iii) user satisfaction and user needs; (iv)\ndevelopment of the European Statistical System (ESS) and\nsubsidiarity; (v) staff and internal productivity; (vi) dialogue\nand interaction between users and partners; (vii) quality of\nproducts and services; and (viii) monitoring of\nimplementation.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><span lang=\"EN-GB\">The evaluation also gives rise to the following main\nrecommendations:</span></p>\n<ul style=\"margin-top:0cm\" type=\"disc\">\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Link</span></b><span lang=\"EN-GB\">: in order to\nimprove the transparency of Eurostat's activities, and to ensure\nthat the 5-year programme provides the necessary reference\nframework within which the various Eurostat units have to draw up\nthe annual programmes, these annual programmes should refer\nexplicitly to the 5-year programme. This explicit reference can be\nachieved by devising a hierarchy of objectives, i.e. by linking the\nkey operational priorities from the annual programmes to the\nstrategic objectives and titles in the 5-year programme. Moreover,\nthe annual programmes should be used as a way to adapt to new\ndevelopments in society which the 5-year programmes cannot\nanticipate and to cope with the resulting new statistical demands.\nThe reasons for deviating from the 5-year programme should be\nclarified in explicit terms.</span></li>\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Monitoring</span></b><span lang=\"EN-GB\">: overall\nmonitoring of the 5-year programme can be achieved by establishing\na closer link between the 5-year programme and the annual\nprogrammes, and subsequently by choosing/defining a few key\nindicators that provide information leading to the achievement of\nboth the operational and the strategic objectives. A better\nstreamlining of lower level monitoring initiatives can be achieved\nby defining clearer links and greater uniformity between the\ndifferent operational parts of the organisation.</span></li>\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">ESS - balancing demand and resources</span></b><span lang=\"EN-GB\">:&#160; the report notes an increase in the demand for\nstatistics from the Directorates-General (DGs). Despite all the\nefforts made to ensure efficiency and effectiveness on the\nproviders' side, there is a limit to the possibilities on the\nsupply side, where the situation is one of growing or increasingly\nsophisticated and complicated demand. This situation calls for\neither an increase in resources for the producers or a strategic\nrethink of demand - and probably aspects of both. There are a\nnumber of channels to guide a strategic rethinking of demand,\nincluding priority setting, simplification and burden reduction for\nexisting demands and ex ante impact assessments for new\ndemands.</span></li>\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Trust</span></b><span lang=\"EN-GB\">: the DGs'\nconfidence in Eurostat's ability to defend their needs\nvis-&#224;-vis the National Statistics Institutes (NSIs), and -\nequally - the trust that the NSIs place in Eurostat to defend their\naspirations vis-&#224;-vis the DGs, must be intensively nurtured\nin the light of their common interest in quality\nstatistics;</span></li>\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Enlargement</span></b><span lang=\"EN-GB\">: investment\nin the integration of the new NSIs should be continued so as to\nensure that the statistics from new Member States are complete and\navailable to users in the (website) databases;</span></li>\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Quality</span></b><span lang=\"EN-GB\">: the approach\nand methods used to measure quality should be more similar for all\nparts of Eurostat, and should be used throughout the entire\nEurostat organisation. The development of a clear and coherent\nquality monitoring framework would be an appropriate next\nstep.</span></li>\n</ul>\n</div>\n"

In fulfilling its mission to provide the\nUnion with a high quality statistical information service, the\nEuropean Statistical System (ESS) has to meet three specific\nchallenges:<br/>\n1) the needs of Community Policies as users of Community\nstatistics. The operational resource\nrequirements for Eurostat deriving from the Community Statistical\nProgramme during the period 2003-2007 are estimated at EUR 192.5\nmillion. In the light of programme priorities Eurostat will\nredeploy its operational and human resources to respect the\npriority actions in the Statistical Programme. A\nreference to care and childcare facilities has nonetheless been\nintroduced in Title XI of the Annex. It is based on the\nmid-term evaluation prepared by Eurostat in 2006 and on a report\nprovided by an external evaluation company as required in Article 4\nof the CSP.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><span lang=\"EN-GB\">The report presents the main findings concerning the\nachievements of the objectives stated in the programme. The\nCommission points out that <b>almost all the objectives were\naccomplished</b>. It emphasises the demonstrated ability of the\nEuropean Statistical System (ESS) to ensure that new and emerging\npolicy needs were underpinned with additional statistical\ninformation. Furthermore, a multiannual programme on the\nmodernisation of European Enterprise and Trade statistics was\nprepared. This progress was possible due to intensive work on\nissuing new or revising legislation and by developing and\nimplementing new methodologies and tools. A relatively large number\nof activities concentrated on quality assurance and on the\ndevelopment of the ESS as well as the development and\nimplementation of the Code of Practice, the opening of free access\nto all Eurostat statistical data on its web-site and actions linked\nto better priority setting and reducing the response\nburden.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><span lang=\"EN-GB\">In this context, the following <b>recommendations</b>\nwere drawn up by the independent experts during the evaluation of\nthis CSP:</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Improve the link between the CSP and annual work\nprogrammes</span></b><span lang=\"EN-GB\">: the CSP is designed to be\na framework programme formulating a strategic vision for five years\nand ensuring, together with the annual work programmes, the CSP's\nflexibility and relevance over the entire period. In using the CSP\nas a reference, the annual work programmes should make explicit\nmention of and be based on the respective CSP. Key objectives\nincluded in the CSP should be reflected in corresponding\nhierarchical objectives in the annual programmes. This will make it\npossible to use the full potential of both kinds of programme and\nensure better monitoring of the strategic objectives.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Improve the monitoring of CSP\nimplementation</span></b><span lang=\"EN-GB\">: a number of\nmonitoring instruments already exist in Eurostat, such as\nmonitoring of data quality, the website, compliance with legal\nacts, user satisfaction surveys and staff opinion surveys. However,\nthese instruments are not part of an integrated system yet and,\nmoreover; there is no monitoring of the CSP in terms of objectives.\nOverall monitoring of the CSP should be implemented by defining a\nkey set of indicators that provide sufficient information on the\nachievement of operational and strategic objectives over the\nprogramme period. Monitoring activities in place should be\nstreamlined and integrated into a system of monitoring.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Balance demand and resources</span></b><span lang=\"EN-GB\">: Eurostat has the task of being the intermediary\nbetween the main users at the European level (mainly other\nCommission services) and NSIs and other providers of national\ninformation. Together with those, many instruments were put in\nplace to increase the efficiency of working together. The demand\nfor frequent and detailed data expressed by users will increase in\nthe future because of the launch of new policies and the monitoring\nneeds for implementation and evaluation of ongoing policies.\nHowever, there is a limit to using further productivity gains in\nthe ESS to continuously fulfil the increasing demand for\nsophisticated and complex data. This situation requires strategic\nreflection regarding demand, combined with modernisation of\nproduction systems and further harmonisation of processes and\npossibly an increase in (human and financial) resources throughout\nthe ESS. Efforts should be deployed to address this ESS-wide\nchallenge by improving priority-setting, simplifying legislation,\nevaluating the impacts of new demand beforehand and reviewing\nresource needs.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Further enhance trust and partnership in the\nESS</span></b><span lang=\"EN-GB\">: trust and partnership between\nthe different stakeholders is crucial for the well functioning of\nthe ESS. Eurostat as the intermediary between the NSIs and the\nCommission services is faced with sometimes opposing interests from\nthe different actors in the system. Several bodies and\ninstitutionalised instruments exist to stimulate dialogue among all\nactors and thus create trust and foster partnership. This trust and\npartnership form the cornerstone of the system and Eurostat should\ncontinue to reinforce them in the future.</span></p>\n</div>\n"

                  "<div id=\"summary\">\n<p style=\"text-align:justify\" class=\"MsoNormal\"><span lang=\"EN-GB\">This Commission staff working document contains the\nexecutive summary of the evaluation report on the Community\nstatistical programme (CSP) 2003-2007 which was conducted over a\nperiod of 13 months, starting in October 2007. In March 2008, an\ninterim evaluation report was submitted which presented facts and\nfactual trends, but no evaluative conclusions. In the ensuing\nperiod, more qualitative information was gathered and processed.\nThis whole process resulted in an evaluation report, of which this\ndocument is the executive summary.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><span lang=\"EN-GB\">The summary provides an overview of the main findings\nin relation to: (i) the relevance of the programme; (ii) progress\nof activities; (iii) user satisfaction and user needs; (iv)\ndevelopment of the European Statistical System (ESS) and\nsubsidiarity; (v) staff and internal productivity; (vi) dialogue\nand interaction between users and partners; (vii) quality of\nproducts and services; and (viii) monitoring of\nimplementation.</span></p>\n<p style=\"text-align:justify\" class=\"MsoNormal\"><span lang=\"EN-GB\">The evaluation also gives rise to the following main\nrecommendations:</span></p>\n<ul style=\"margin-top:0cm\" type=\"disc\">\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Link</span></b><span lang=\"EN-GB\">: in order to\nimprove the transparency of Eurostat's activities, and to ensure\nthat the 5-year programme provides the necessary reference\nframework within which the various Eurostat units have to draw up\nthe annual programmes, these annual programmes should refer\nexplicitly to the 5-year programme. This explicit reference can be\nachieved by devising a hierarchy of objectives, i.e. by linking the\nkey operational priorities from the annual programmes to the\nstrategic objectives and titles in the 5-year programme. Moreover,\nthe annual programmes should be used as a way to adapt to new\ndevelopments in society which the 5-year programmes cannot\nanticipate and to cope with the resulting new statistical demands.\nThe reasons for deviating from the 5-year programme should be\nclarified in explicit terms.</span></li>\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Monitoring</span></b><span lang=\"EN-GB\">: overall\nmonitoring of the 5-year programme can be achieved by establishing\na closer link between the 5-year programme and the annual\nprogrammes, and subsequently by choosing/defining a few key\nindicators that provide information leading to the achievement of\nboth the operational and the strategic objectives. A better\nstreamlining of lower level monitoring initiatives can be achieved\nby defining clearer links and greater uniformity between the\ndifferent operational parts of the organisation.</span></li>\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">ESS - balancing demand and resources</span></b><span lang=\"EN-GB\">:&#160; the report notes an increase in the demand for\nstatistics from the Directorates-General (DGs). Despite all the\nefforts made to ensure efficiency and effectiveness on the\nproviders' side, there is a limit to the possibilities on the\nsupply side, where the situation is one of growing or increasingly\nsophisticated and complicated demand. This situation calls for\neither an increase in resources for the producers or a strategic\nrethink of demand - and probably aspects of both. There are a\nnumber of channels to guide a strategic rethinking of demand,\nincluding priority setting, simplification and burden reduction for\nexisting demands and ex ante impact assessments for new\ndemands.</span></li>\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Trust</span></b><span lang=\"EN-GB\">: the DGs'\nconfidence in Eurostat's ability to defend their needs\nvis-&#224;-vis the National Statistics Institutes (NSIs), and -\nequally - the trust that the NSIs place in Eurostat to defend their\naspirations vis-&#224;-vis the DGs, must be intensively nurtured\nin the light of their common interest in quality\nstatistics;</span></li>\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Enlargement</span></b><span lang=\"EN-GB\">: investment\nin the integration of the new NSIs should be continued so as to\nensure that the statistics from new Member States are complete and\navailable to users in the (website) databases;</span></li>\n<li style=\"text-align:justify\" class=\"MsoNormal\"><b><span lang=\"EN-GB\">Quality</span></b><span lang=\"EN-GB\">: the approach\nand methods used to measure quality should be more similar for all\nparts of Eurostat, and should be used throughout the entire\nEurostat organisation. The development of a clear and coherent\nquality monitoring framework would be an appropriate next\nstep.</span></li>\n</ul>\n</div>\n"
