    PURPOSE: to present a Proposal by the Commission for an Agreement establishing an Advisory Group on Standards in Public Life. CONTENT: In action no. 1 of the White Paper's Action Plan on Administrative Reform adopted in March 2000, the Commission committed itself to proposing an agreement between European institutions and bodies for an advisory body on standards in public life. The present proposal seeks to implement action no.1 of the Action Plan in establishing an Advisory Group on Standards in Public Life. The Advisory Group will provide advice on ethical standards relating to the functioning of the European bodies. Advice will be given on general principles of ethical behaviour. The main provisions of the proposal relating to the Group are the following: - remit and requests for Opinions - co-operation between the Parties and the Group - composition - appointment - term of office - deliberations - rules of procedure - reimbursement of expenses. Furthermore, the Advisory Group shall be funded under budget heading A-7030 and it has autonomous competence of the Commission to define its own working methods and to conclude agreements related to the functioning of the European institutions and bodies.
