  The Parliament adopted its report drafted by Ms. Maria del Pilar AYUSO GONZALEZ (EPP, E). There were three amendments: - a new recital which makes reference to the desirability to revise the existing quota regime to make it more flexible and permit closer adaptation to production conditions and market needs; - a new recital stating that the existing total amount payable in aid to processing is not sufficient to cover market demand and needs to be increased in line with the steady increase in consumption; - the Commission is to submit to the Council and the European Parliament, before the start of the next marketing year, proposals for setting up a system of guarantee thresholds by Member State, with a view to boosting the competitiveness and adaptability of the Community industry in the context of the evolution of market and consumer demand, without harming the relative internal stability of the sector.

  PURPOSE: amendment of Regulation 2201/96/EC on the common organisation of the markets in processed fruit and vegetable products. CONTENT: The 1997/98 marketing year was characterised by extremely unfavourable weather conditions in Portugal, which led to a sharp fall in production. For this reason, it is planned to increase the Portuguese concentrates quota. For the 1999/2000 marketing year this will be an increase of 83,468 tonnes. For the 2000/2001 marketing year, the increase is to be equal to the difference between the quota calculated for Portugal in accordance with the system laid down in Regulation 2201/96/EC and that calculated by replacing the quantity used in Portugal in 1997/98 by 884,592 tonnes. For 1999/2000 and 2000/2001, the overall quota of fresh tomatoes and the quantity for tomato concentrate will be increased by the additional quantity allocated to Portugal.

The committee supports the proposal made by the European Commission that the former tomato-processing quota for Portugal be reinstated to assist the Portuguese tomato-processing industry, since the quota was cut as the result of the extremely unfavourable climatic conditions which led to a drastic fall in Portuguese production. The committee considers that the provision of assistance to tomato processors is a very valuable instrument for regulating the market in fresh tomatoes and for guaranteeing a minimum price for producers. It also believes, however, that the quota system used for the allocation of aid is too rigid and inefficient. The committee also takes the view that the present aggregate of all quotas is insufficient to meet total market demand. It therefore proposes that the Regulation to which the present Commission proposal relates be amended with a view to simplifying the common organisation of the markets. Such an amendment would involve the establishment of a system of thresholds for individual Member States, including a maximum guaranteed quantity. This should enhance the competitiveness and flexibility of the industry. CONTENT : an additional quantity of fresh tomatoes intended for the production of concentrate shall be allocated to Portugal for 1999/2000 and 2000/2001.
