The changes made to the original proposal concern: - the Community's role in scientific cooperation and coordination; - due regard for competitiveness by European constructors and operators when taking safety requirements into account; - a reference to the PHARE and TACIS programmes; - introduction of a research theme on radiation protection.

By adopting the report by Mr Rolf Linkohr (PSE, D), Parliament endorsed the Commission proposal aimed at increasing the appropriation for the Euratom framework programme of activities in the field of research and training (1994-1998). It called for the amounts earmarked for the framework programme to be shared out as follows: - Nuclear fission safety ECU 536 m; - Controlled thermonuclear fusion: ECU 895 m; - Amount deemed necessary: ECU 1413 m. It also maintained that greater priority should be given to the key topics of: - development of new technologies and designs for the safe long-term storage of radioactive wastes; - scientific cooperation in coping with the delayed effects of nuclear accidents, particularly in the medical sphere; and - research into radiation protection, which should focus on the early events of radiation carcinogenesis and the epidemiological follow-up of cancer induction as a consequence of acute or chronic exposure. Lastly, the EP called on the Commission to set up an 'Energy' working group to formulate a concept with a view to organizing and accomplishing the decommissioning and demolition of inefficient nuclear power-stations in Central and Eastern Europe and the CIS countries, in cooperation with the countries concerned.

summary
OBJECTIVE: the proposal for a Decision seeks to increase the appropriation for the Euratom framework programme of activities in the field of research and training (1994-1998). SUBSTANCE: The Community financial contribution to the Euratom framework programme has been increased from ECU 1 336 m to ECU 1 441 m. With regard to nuclear fission safety it is proposed to focus more intensively on essential areas such as the use of innovatory approaches taking account of the safety of new-generation reactors, accident prevention, and phenomena related to the fuel cycle and waste management and storage. The Commission is also proposing to step up cooperation with third countries with a view to supporting nuclear research teams, including young researchers from Eastern Europe and the CIS, carrying out joint research projects, and probing more deeply into specific research topics having a particular bearing on the safety of the nuclear cycle in the above-mentioned countries.
