      • OBJECTIVE: release the contingency reserve earmarked in the budget for the Fourth R&TD
        Framework Programme.
        SUBSTANCE: The Commission is proposing to increase the budget for the framework programme
        by ECU 700 million, over and above the current budget of ECU 13.1 billion. That increase will take
        a number of factors into account: the stage reached in the framework programme, its contribution
        to the competitiveness of Union industry, a cost-benefit analysis, and trends in the Union's financial
        perspective. The Commission is proposing to earmark the appropriations in the contingency reserve
        for five key areas: aeronautics, the clean car, multimedia educational software, multimodal transport
        and environmental technologies (including water technologies and nuclear safety, particularly in
        Central and Eastern Europe). There is no proposal to increase the financial perspective.

      • The committee adopted the report by Mr Rolf LINKHOR, coming out in favour of the ECU 700 million proposed by the Commission. Although this overall reference amount was acceptable, the EC share of the fourth framework programme would rise from ECU 11,764 million to ECU 12,369 million (the Commission had proposed 12,359) and the EURATOM share would rise from ECU 1,336 million to ECU 1,431 million (the Commission had proposed 1,441), meaning an overall increase from 13,100 to 13,800.
        The committee's amendments included the possibility, as far as funding was concerned, of spreading the additional reference amount over 3 years (1997-1999 inclusive), i.e. it made provision for funding to carry over to the year following the conclusion of the fourth programme (planned for 1998), in order to take account of the Council's reticence. It pointed out that the financial perspectives needed to be reviewed in order to safeguard the funding. The committee was in favour of reducing the EURATOM share and increasing the appropriations for the EC share of the fourth framework programme by the ECU 10 million.

        • The amended Commission proposal incorporates a part of the amendments adopted by Parliament.
          The main amendments to the original proposal concern:
          - the insertion of an indicative breakdown of resources in Annex Ia;
          - additional information on the activities provided for in the field of educational multimedia: these
          must promote equal opportunities, meet the educational and training needs of the inhabitants of rural
          and outlying communities, and train citizens in the new information technologies. Particular
          attention should be paid to language problems and to the problems faced by the elderly and the
          disabled;
          - references to important Commission documents (White Papers on 'Growth, Competitiveness and
          Employment' and on Education and Training, Green Paper on Innovation, proposal for an
          amendment to the financial perspective presented in May 1996);
          - the methods of action of Task Forces: presentation by the Commission of a limited number of task
          forces on an experimental basis, with a view to considering ways and means of stepping up
          cooperation in certain R&D sectors;
          - improvement of methods for the management of programmes;
          - a restatement of the importance of competitiveness and sustainable development;
          - the award of a scientific prize (René Descartes prize) for outstanding European research work.

          • The Commission considered that the allocation of appropriations was in line with its original
            proposal and took account of matters of concern to Parliament (land mines) and the Commission
            (TSE) and the Commission's assessment of the priorities to be addressed within the limit of the
            appropriations available. The "René Descartes Prize" proposed by the European Parliament for a
            research project of exceptional quality could be introduced without changing the official text of
            the fourth framework programme because the objectives of the prize were already covered by the
            fourth programme. In addition, research into vaccines could be included in the first activity,
            depending on the number and quality of proposals received with regard to TSE.
            Finally, the Commission considered that an agreement needed to reached quickly on extra
            funding for the fourth RDT framework programme, given the urgent need for research in these
            fields.

          • Regretting the Council's attitude in accepting an increase of only ECU 100 million for the fourth programme (1994-1998), the rapporteur wanted the conciliation procedure to begin as soon as possible. Commissioner Cresson said that the Commission did not wish to endorse the amendments proposed by Mr Linkohr in the hope of encouraging a compromise between Parliament and Council. In this respect, the Commission, according to Mrs Cresson, intended to allow, in its preliminary draft budget for 1998, a sufficient margin to enable the budgetary authority to go beyond the ECU 100 million already shown in the 1997 budget. The Commissioner concluded that the financial supplement needed to be finalised quickly so that this could become operational and prevent any interference with the imminent proposal of the fifth framework programme.

            • The Commission considered that, despite the differences between the Council and the European
              Parliament with regard to the overall allocation and breakdown of supplementary funding, the
              basis for a final agreement does exist. In order to encourage a satisfactory overall agreement, the
              Commission did not intend to take account of Parliament's amendments at this stage, despite the
              fact that it agreed with their general thrust. The Commission considered that the amendments did
              in fact warrant consideration and constructive discussion within the Council, which is why it
              intended to include a sufficient margin in its 1998 preliminary draft budget to allow the
              budgetary authority to exceed the ECU 100 million already entered in the 1997 budget.

                • This communication contained the European Commission's responses to the recommendations from the independent external assessments of the last five years of activities in the domains covered by the Specific Programmes and the Joint Research Centre (JRC) Institutes under the Fourth Framework Programme.
                  It should be noted that during the second half of 1996, 18 expert panels assessed RTD efforts sponsored by the EU over the previous five years under the various Specific Programmes. In addition, seven independent visiting groups had been established to assess the JRC activities. All in all, some 170 independent experts had been involved in the exercise, producing 18 Specific Programme Reports, 7 JRC Institutes reports, one global JRC report and one overall Framework Programme report.

                  • The Commission Communication related to the evaluation of the Joint Research Centre (JRC) and its activities during the period 1992-1996. The summary report on the current situation highlighted the progress that had been made during the previous three years and stressed that most of the recommendations issued at the time of the previous assessment had been implemented. The report noted that the JRC had a much clearer mission statement and was now more open and accessible to the outside world, with increasing activities in support of the services of the European Commission and the Union's policies, as well as wide-ranging networking with research organisations, the authorities and industry. In particular, the JRC had reacted rapidly to the new competitive mandate that it had been given; it had successfully committed itself to the shared-cost actions under the Union's framework programme and had gradually become more of a prime mover in common enterprises with industry.
                    In order keep this satisfactory situation on track, the report recommended that a number of measures be taken, in particular as regards personnel management and recruitment, support for quality and focusing of research fields.

                  • The Committee, jointly chaired by Renzo IMBENI (PES, I) for Parliament and Mrs Erna HENNICOT-SCHOEPGES for the Council, reached agreement on supplementary financing of the fourth research framework programme. The extra funding will amount to ECU 115 m, of which, compared with the common position of the Council, there will be an extra ECU 6 m for research into dealing with anti-personnel mines and ECU 9 m for non-nuclear energy: two of Parliament's priorities. Appropriations have also been earmarked for research into BSE.
                    Pointing out that at the first conciliation Parliament's demand - double the Council proposals - had been for ECU 200 m, Mr IMBENI commented that, although the agreement might not be viewed as a success when measured against this request, Parliament's delegation had maintained a sense of responsibility. It had wanted to reach a conclusion, even with a lesser result than Parliament had hoped for. On the other hand he was very pleased with the result on mines, non-nuclear energy and BSE. He added that it had been quite difficult to reach agreement, with differences of opinion even within Parliament's delegation. He trusted the political groups would demonstrate a similar sense of responsibility when it came to the vote in plenary.

                  • The rapporteur stated that the compromise reached was a symbolic victory for Parliament which could use this to support certain projects. However, he regretted that research expenditure had been restricted by the Council when the funds were available and blamed the attitude of those Member States in which research expenditure was in recession or at least in the doldrums. In answer, Commissioner Bangemann pointed out that Parliament would do better to accept the agreed increase in the research programme rather than cause further delays.

                    RTD (1994-1998).
                    COMMUNITY MEASURE: Decision No 2535/97/EC of the European Parliament and of the
                    Council adapting Decision No 1110/94/EC.
                    SUBSTANCE: the maximum overall amount for Community financial participation in the fourth
                    framework programme is increased by ECU 115 m, to be allocated to certain specific programmes
                    of the first activity of the programme.
