The Commission has presented a report on the utilisation (1997-2000) of Council Regulation 723/97/EC on implementation of Member States' action programmes on policing of EAGGF Guarantee Section expenditure. This report states that more than half (56%) of total programme expenditure for 1997 to 1999 went on purchase or hire of computer equipment/facilities and installation of heavy computer systems, primarily for creation of the national databases for identification and registration of bovines required under Regulation 820/97/EC, the basis for the majority of programmes part-financed from 1997 to 2000. Around 1% of expenditure was on training. Four Member States (Germany, the Netherlands, Portugal and Greece) clearly stated that Community part-financing was absolutely essential to their programmes. The other Member States were either against extending the term of validity of the Regulation (Sweden) or thought their programmes could have been run using national resources alone (Austria, Denmark, Finland, Ireland, Luxembourg and the United Kingdom). The common position of Belgium, France, Spain is less distinct in that they consider that had the programmes been financed purely nationally it would have been more difficult to operate them for the deadline set by the Community Regulations. But all Member States replying to the questionnaire agreed, even though they could not back up their opinion by a cost-benefit analysis of the action part-financed, that the programmes had boosted the effectiveness of their policing.

By adopting the report by Mr Salvador Garriga Polledo (PPE, E), Parliament endorsed the Commission proposal on the implementation of Member States' action programmes on control of EAGGF Guarantee Section expenditure. The EP supports the Commission's new approach whereby most of the funds will be used to finance proposals likely to enhance the range and quality of fraud prevention measures. It is suggesting, for example, that the Community financial contribution should not exceed 80%. Multi-annual or innovative programmes, those aimed at providing better training and information for inspectors, and programmes designed to intensify the exchange of information and cooperation among Member States should be treated as the priorities. Lastly, the EP is calling on the Commission to report to the EP and the Council on the implementation of the Regulation, in the first instance at the end of its second year in force.

OBJECTIVE: to finance the costs incurred by Member States on implementing action programmes to improve the structures of inspection services for EAGGF Guarantee Section expenditure or their effectiveness. SUBSTANCE: The proposal for a regulation stipulates that: - The Community should contribute towards the costs incurred by Member States on implementing action programmes to improve the structures of inspection services or their effectiveness; - The action programmes relate to the establishment or reorganisation of inspection services responsible for checking expenditure under the EAGGF Guarantee Section; - The Member States shall submit to the Commission, by 1 July of the calendar year before the programmes are implemented, the action programmes requiring funding; - The programmes may be multiannual and shall assess each year, if necessary, the current situation, the objectives to be met and the measures to be undertaken; - After consulting the Fund Committee, the Commission shall, for each annual instalment for an action programme and taking account of the need for the actions proposed by the Member State, the difficulties it may encounter in financing them together with the progress of the action programme, set the rate of the Community financial contribution and the maximum amount of such contribution having regard to the appropriations available (it may be possible to charge the entirety of national expenditure to the Community budget); - The financing provided for in the regulation may not be granted at the same time as other Community financing; - Amounts expressed in ecus and in national currency shall be converted using the exchange rate in force on the first working day of the calendar year during which the annual programme concerned begins.
