            "<div id=\"summary\">\n<p class=\"MsoNormal\">As already emphasised in the Opinion on the\nCommunication, the ESC recognised the need for Community action in\nthe field of public health, and considered this move essential for\ndisease prevention, the dissemination of health information and\nhealth education. It believed that a consistent prevention plan,\nbased on an improvement in habits and lifestyles, could not only\nenhance the health care rights and quality of life of European\ncitizens, but also help to curb medical treatment and care costs,\nwhich was a major problem currently facing all Member States. The\nESC supported the reference to the principle of subsidiarity and\nproportionality in paragraph 65 of the Communication. It emphasised\nthat the Community should act as a driving force and enhance the\nvalue of national and local initiatives in order to guarantee a\nhigh level of public health protection in Europe. The Commission\nshould set up appropriate structures to encourage directly the\norganisation and management of national and trans-national pilot\nschemes, involving non-governmental organisations representing all\nparties concerned and scientific or training associations operating\nwithin Europe. In the first instance, national and European\nscientific associations operating in the sphere of public health\nshould be involved, and they should be allowed to play an active\nrole in training health professionals and, by extension, in health\neducation. Finally, the ESC recommended that the schemes promoted\nshould have a solid, scientific underpinning, that they be subject\nto cost-benefit analysis, and that special attention should be paid\nto the authenticity of public information, so as to avoid\nover-simplification and distortions.</p>\n</div>\n"

            "<div id=\"summary\">\n<div>In its common position, the Council made various amendments to\nthe presentation of this proposal and introduced more specific\namendments concerning, in particular:<br/>\n- the establishment of the programme: the general objective of this\nprogramme was clarified. It aimed specifically to contribute\ntowards ensuring a high level of health protection and comprised\nactions aimed at:<br/>\n. encouraging the \"health promotion\" approach in Member States'\nhealth policies,<br/>\n. encouraging the adoption of healthy lifestyles,<br/>\n. promoting awareness of risk factors,<br/>\n. encouraging intersectoral approaches to health promotion,\nespecially for disadvantaged groups.<br/>\nThe Council amended in particular the order of the sections in the\nannex and indicated the specific objective for each one (health\npromotion strategies and structures, specific prevention and health\npromotion measures, health information, health education, and\nvocational training in public health and health promotion).\nFinally, it withdrew or amended certain actions, particularly in\nthe field of health education (no direct inclusion of health\neducation in school curricula, only promotion of exchanges of\nexperience), certain actions directed at target groups (the\nelderly, disadvantaged groups) or specific actions (e.g. promotion\nof physical exercise);<br/>\n- implementation: the Council stipulated that the programme would\nbe implemented from 1 January 1996 to 31 December 2000. It defined\nmore clearly the respective roles and contributions of the various\nactors participating in the implementation of the programme\n(particularly the Member States);<br/>\n- comitology: it provided for more active participation of the\nMember States in certain important decisions concerning the\nprogramme by establishing a mixed procedure: a management committee\nprocedure for the important decisions and an advisory committee for\nother decisions (in accordance with the interinstitutional \"modus\nvivendi\");<br/>\n- the programme's budget: the Council set out the scope of the\nfinancial support for the programme. The total allocations set\naside for the programme amounted to ECU 30 million (instead of the\nECU 35 million proposed by the Commission for a Community of 12\nMember States);<br/>\n- consistency and complementarity: the Council clearly highlighted\nthe importance of ensuring that there was complementarity between\nthis programme and the relevant actions under the Community's\neducation and training programmes (Socrates and Leonardo) and\nresearch programme (Biomed II);<br/>\n- with regard to monitoring and evaluation, the Council provided\nfor fewer regular reports than had been proposed by the Commission\nor the EP but did not do away with the interim and final reports to\nbe submitted to these institutions.<br/>\n</div>\n</div>\n"

        "<div id=\"summary\">\n<div>Adopted was the draft recommendation for second reading of.\nProfessor<br/>\n Christian CABROL (F, UPE) on action in the field of public\nhealth.<br/>\n Amendments, tabled by the rapporteur to re-establish the\nfinancial<br/>\n provisions from 30 mecu (common position) to 35 mecu proposed by\nthe<br/>\n Commission and to strengthen the action provided for by the\nprogramme, were<br/>\n unanimously carried.<br/>\n The Council had considerably weakened a text that Parliament had\ntried to<br/>\n give more substance to in its first reading. Concerned were a\nprogramme to<br/>\n harmonize definition and scientific data in health matters, a\nfocus on the<br/>\n groups which urgently need more action from the EU in the field of\nthe<br/>\n promotion of health and studies on the role of nutrition and on\nthe aging<br/>\n population. Other amendments were on sex education, allergies and\nsupport to<br/>\n a centre for rational use of medicines.<br/>\n A representative of the Commission told the Committee that only\nthe<br/>\n amendments 1-5, 12 and 16-19 were acceptable, as well as the am.\n10 and 11<br/>\n partially. The\nCommission could take over 10 of Parliament's 22 amendments -\nAmendments Nos 1, 2, 3, 4, 5, 12, 16, 17, 18 and 19 - as they\ncomplemented the common position. Amendments Nos 10, 11, 20 and 21\ncould be taken over in part. Amendments Nos 20 and 21 had to be\nrejected as the reference to sex education was superfluous in a\ngeneral programme that covered many elements of health promotion,\nincluding sex education. Similarly, the other 6 amendments had to\nbe rejected: Amendments Nos 8, 9, 13, 14 (on the prevention of\nallergies, which was already included in another programme on the\nprevention of the effects of pollution) and 15 (on the use of\nmedicines and self-medication, which were already included in Annex\n6).</p>\n</div>\n"

            "<div id=\"summary\">\n<div>In adopting the recommendation for second reading by Mr\nChristian CABROL (UPE, F) with a view to the adoption of a\nCommunity programme on health education, the European Parliament\nindicated that the Council's common position was too general.\nParliament felt, in particular, that too much emphasis had been\nplaced on the intergovernmental aspects of the programme and that\nthe reduction of the financial framework by ECU 5 million was not\nappropriate.<br/>\nIn this context, the recommendation reincorporated the amendments\nadopted at first reading that aimed to:<br/>\n- restore the financial framework to its original level (ECU 35\nmillion instead of the ECU 30 million proposed by the\nCouncil);<br/>\n- do away with the intergovernmental aspects of the programme\n(relating mainly to the implementation of the programme by the\nMember States);<br/>\n- ensure that the European Parliament was informed of the actions\nundertaken;<br/>\n- ensure the participation of and cooperation with certain relevant\norganisations such as those working in the field of social\nintegration (both governmental and non-governmental);<br/>\n- clarify and strengthen the actions to be implemented,\nparticularly:<br/>\n. establishing a European study programme designed to harmonise\nMembers States' scientific data in the field of health,<br/>\n. promoting and supporting research programmes relating to\nepidemiology,<br/>\n. examining the role of nutrition in the etiology of\ndiseases,<br/>\n. promoting health education in school curricula and developing\nexchanges of experience (support for the European Network of\nHealth-Promoting Schools),<br/>\n. supporting the assessment of projects relating to health\neducation aimed at young people and adolescents who have left the\nschool system in settings such as sport and leisure\nactivities,<br/>\n. promoting information on sexuality and contraception,<br/>\n. supporting preventive measures in the field of allergies,<br/>\n. supporting centres disseminating information about the rational\nuse of medicines,<br/>\n. supporting measures to promote regular physical activity,<br/>\n. supporting studies on the ageing of the population in\nEurope;<br/>\n- promote measures to better target the sections of the population\nfor whom the programme is most important: those disadvantaged as a\nresult of their vulnerability or social exclusion, the elderly,\nmigrants and those living in unfavourable areas.<br/>\n</div>\n</div>\n"

Of the 22 amendments tabled by Parliament at\nfirst reading, eight had been accepted as they were, eight had been\nsubject to a satisfactory compromise, two relating to the procedure\nwithin the committee had been covered by the modus vivendi on\ncomitology and a further two had been covered by commitments in the\nform of a declaration. As regards content, Mr CABROL welcomed the\nfact that Parliament had succeeded in increasing the financial\nallocation from ECU&#160;30&#160;million to\nECU&#160;35&#160;million. The involvement of NGOs in the programme,\nthe importance being given to projects in favour of disadvantaged\npopulations, the attention being paid to research projects aimed at\ninvestigating the effect of nutrition on schoolchildren's health,\nthe studies designed to prevent diseases associated with ageing and\nthe inclusion of sex education in school health programmes, these\nwere all positive elements that had been included thanks to\nParliament's actions. On the other hand, the rapporteur regretted\nthat it had not been possible to retain the proposal for setting-up\na health watchdog. Commissioner Flynn stated that he was pleased\nthat the financial sum initially proposed by the Commission had\nfinally been approved by the Council, thanks to joint pressure from\nParliament and the Commission. When it came to implementing the\nprogrammes, the Commission would do everything in its power to\nencourage cooperation between the Member States. The measures\nconcerned were extremely important for achieving improvements in\nthe area of public health.</p>\n</div>\n"

Duration and objectives: the programme is established for a\nperiod of 5 years (1 January 1996 -<br/>\n31 December 2000) and aims to help ensure a high level of health\nprotection. It includes actions<br/>\naimed at:<br/>\n- promoting the 'health promotion' approach in the Member States'\nhealth policies by supporting<br/>\nvarious cooperation measures (exchanges of experience, pilot\nschemes, networks, etc.),<br/>\n- encouraging the adoption of healthy lifestyles and\nbehaviour,<br/>\n- promoting knowledge of risk factors and health-promoting\nfactors,<br/>\n- encouraging intersectoral and multidisciplinary approaches to\nhealth promotion, taking account of<br/>\nindividual and collective socio-economic and environmental\nconditions (including those of less-privileged groups).<br/>\n. The\nESC supported the reference to the principle of subsidiarity and\nproportionality in paragraph 65 of the Communication. It emphasised\nthat the Community should act as a driving force and enhance the\nvalue of national and local initiatives in order to guarantee a\nhigh level of public health protection in Europe. The Commission\nshould set up appropriate structures to encourage directly the\norganisation and management of national and trans-national pilot\nschemes, involving non-governmental organisations representing all\nparties concerned and scientific or training associations operating\nwithin Europe. In the first instance, national and European\nscientific associations operating in the sphere of public health\nshould be involved, and they should be allowed to play an active\nrole in training health professionals and, by extension, in health\neducation. Finally, the ESC recommended that the schemes promoted\nshould have a solid, scientific underpinning, that they be subject\nto cost-benefit analysis, and that special attention should be paid\nto the authenticity of public information, so as to avoid\nover-simplification and distortions.</p>\n</div>\n"

              "<div id=\"summary\">\n<p class=\"MsoNormal\">The Council took stock of progress, in the\ncontext of the codecision procedure with Parliament, on the\nproposals for decisions on the adoption of action plans or\nprogrammes of action in the fields of: - combating cancer; - health\npromotion, information, education and training; - the prevention of\nAIDS and certain other communicable diseases. Specifically, the\nCouncil was briefed on the informal talks that had taken place\nbetween Parliament, the Council and the Commission with a view to\nthe meeting of the Conciliation Committee on the matter scheduled\nfor 19 December 1995. It will be recalled that the Council adopted\nits common positions on the proposals in question at its meeting on\n2 June 1995. In the meantime, Parliament approved a number of\namendments at second reading at the end of October. Some of those\namendments concern the financial package for the programmes (for\nthe 'cancer' plan, Parliament is proposing ECU 64 million instead\nof the ECU 59 million envisaged in the Council's common position;\nfor the 'health promotion' programme, Parliament is proposing ECU\n35 million instead of ECU&#160;30&#160;million). Other Parliament\namendments relate to the specifics of the programmes and to a\nnumber of general basic provisions.</p>\n</div>\n"

              "<div id=\"summary\">\n<p class=\"MsoNormal\">The rapporteur welcomed the outcome of the\nconciliation process. Of the 22 amendments tabled by Parliament at\nfirst reading, eight had been accepted as they were, eight had been\nsubject to a satisfactory compromise, two relating to the procedure\nwithin the committee had been covered by the modus vivendi on\ncomitology and a further two had been covered by commitments in the\nform of a declaration. As regards content, Mr CABROL welcomed the\nfact that Parliament had succeeded in increasing the financial\nallocation from ECU&#160;30&#160;million to\nECU&#160;35&#160;million. The involvement of NGOs in the programme,\nthe importance being given to projects in favour of disadvantaged\npopulations, the attention being paid to research projects aimed at\ninvestigating the effect of nutrition on schoolchildren's health,\nthe studies designed to prevent diseases associated with ageing and\nthe inclusion of sex education in school health programmes, these\nwere all positive elements that had been included thanks to\nParliament's actions. On the other hand, the rapporteur regretted\nthat it had not been possible to retain the proposal for setting-up\na health watchdog. Commissioner Flynn stated that he was pleased\nthat the financial sum initially proposed by the Commission had\nfinally been approved by the Council, thanks to joint pressure from\nParliament and the Commission. When it came to implementing the\nprogrammes, the Commission would do everything in its power to\nencourage cooperation between the Member States. The measures\nconcerned were extremely important for achieving improvements in\nthe area of public health.</p>\n</div>\n"

              "<div id=\"summary\">\n<div>- OBJECTIVE: adoption of a Community action programme aimed at\npromoting health education<br/>\nin the Community.<br/>\n- COMMUNITY MEASURE: European Parliament and Council Decision\nadopting a Community<br/>\naction programme on health promotion, information, education and\ntraining within the framework<br/>\nfor action in the field of public health (1996-2000).<br/>\n- SUBSTANCE:<br/>\n. Duration and objectives: the programme is established for a\nperiod of 5 years (1 January 1996 -<br/>\n31 December 2000) and aims to help ensure a high level of health\nprotection. It includes actions<br/>\naimed at:<br/>\n- promoting the 'health promotion' approach in the Member States'\nhealth policies by supporting<br/>\nvarious cooperation measures (exchanges of experience, pilot\nschemes, networks, etc.),<br/>\n- encouraging the adoption of healthy lifestyles and\nbehaviour,<br/>\n- promoting knowledge of risk factors and health-promoting\nfactors,<br/>\n- encouraging intersectoral and multidisciplinary approaches to\nhealth promotion, taking account of<br/>\nindividual and collective socio-economic and environmental\nconditions (including those of less-privileged groups).<br/>\n. International cooperation: the programme is open for cooperation\nwith the associated countries in<br/>\nEastern Europe, Cyprus and Malta. In its implementation,\ncooperation with the WHO, the Council<br/>\nof Europe and the NGOs active in this field is encouraged.<br/>\n. Coherence and complementarity: it is to be implemented in\ncoherence and cooperation with other<br/>\nrelevant Community measures and programmes (SOCRATES, LEONARDO,\nBIOMED II etc.).<br/>\n. Budget: it is provided with a budget of ECU 35 million for the\nperiod in question.<br/>\n. Implementation: the Commission is responsible for implementing\nthe plan in close cooperation<br/>\nwith the Member States. It is assisted in its task by a committee\nwhose role is a mixed one<br/>\ndepending on the area in question (advisory and management).<br/>\n. Monitoring and assessment: the Commission will assess the\nmeasures carried out. It will submit<br/>\nto the EP, the Council, the ESC and the Committee of the Regions a\nmid-term and a final evaluation<br/>\nreport on the programme.<br/>\n.                   "<div id=\"summary\">\n<div>PURPOSE : to present the interim report from the Commission on\nthe implementation of the programme of Community action on health\npromotion, education, information and training (1996-2000).<br/>\nCONTENT : following the adoption of the programme of Community\naction on health promotion by the European Parliament and the\nCouncil, the Commission, in accordance with Article 7 of Decision\n645/96/EC, presents this interim report.<br/>\nIn this report, the Commission highlights the degree of consistency\nand complementarity reached between this plan and other relevant\nCommunity policies, programmes and initiatives, gives an overview\non the international co-operation in health promotion and also\nreports on the adjustments which are deemed necessary as a\nconsequence of the information gathered. Based on answers to a\nquestionnaire which was dispatched to the Member States\nrepresentatives in the programme committee the links ot Member\nStates' policies and an impact on the development of health\npromotion in their countries have been drawn up.<br/>\nFurthermore, the Commission presents first results of an evaluation\nwhich was carried out by a group of independant experts, who under\ncontract to the Commission analysed the decision-making procedures\nof supported projects and the levels of activity in the different\npriority areas in the three years 1996-1998.
